Windshield wipers struggled to keep up with the rain pounding down in a storm that swept into the Foster-Powell neighborhood of East Portland on Sunday evening, March 9. It was hard to see the road.

Perhaps because of the low visibility, a man – later identified as 86-year-old Roger R. Lee, of Portland – was struck by a passing motorcycle as he crossed SE Powell Boulevard in mid-block, east of 67th Avenue, walking north from the frontage road parking area.

-2 As seen from two blocks distance, the crashed motorcycle remained on the ground while an officer uses a FARO Crash Reconstruction unit on a tripod to document the fatal crash scene.

At 9:09 p.m. that evening, Portland Police Bureau (PPB) East Precinct officers were dispatched to area of the smashup. There, they found Lee, who died shortly afterward.

Officers came across the motorcycle rider, and the wrecked bike, about a half-block east, near the center of SE Powell. That person suffered serious – but not life-threatening –  injuries, and was rushed by ambulance to a local hospital.

This PPB Forensics Unit worker takes photos that document the scene of the crash.

These markers show where critical evidence was found in the street.

The PPB’s Major Crash Team, called in to probe the crash, parked their mobile investigation unit in front of the Powell Seafood Restaurant; officers closed down Powell Boulevard from SE 66th to 70th Avenues.

“The investigation suggests Lee was crossing Powell when he was struck and killed by a motorcycle traveling eastbound; the motorcyclist did not show any signs of impairment,” a PPB official later reported.

A PPB’s Major Crash Team member moves the FARO unit to document the scene from another angle.
