A shooting in a commercial parking lot in the Parkrose neighborhood of outer East Portland on Tuesday, September 15, 2026 at 9:17 p.m. drew a large police response to the 11500 block of N. E. Glenn Widing Drive, after reports that someone had been shot in a vehicle near N. E. Airport Way.
Officers converge on parking lot
According to Portland Bureau of Emergency Communications dispatch information for all responders, a call titled “Shooting – With Weapon” brought Portland Police Bureau (PPB) officers to the scene. A total of 15 officers responded to the shooting in the busy retail area between the Home Depot and 7-Eleven stores just north of N. E. Airport Way.
Officers focused their attention on a black car in the parking lot, found between the 7-Eleven and Home Depot. The area quickly filled with patrol units as officers worked to secure the scene and locate victims.

Witness hears up to 14 shots
A motorist’s dash-cam did not capture video of the shooting, but it did record the sound of what sounded like 14 gunshots.
“I was at the Home Depot, and coming through the driveway,” a witness told reporters at the scene. “As I was coming through I hear gunshots. There was a guy shooting into a car, probably 13 shots maybe 14. People scattered, but one person ran toward the car, pulled two people out of it before emergency first responders came there.”
As officers established a perimeter around the black car, shoppers and employees in the area sheltered in place or moved away from the parking lot while police and medical crews worked.

Two victims found; one later died
Portland Police Bureau officials reported that officers from North Precinct arrived to find two adult male victims in the parking lot near N. E. Airport Way and Glenn Widing Drive. Ambulances took both victims to a local hospital. One of the victims was later pronounced deceased. The other victim remained under medical care; no additional details about his condition were released.
The suspect or suspects left the scene before officers arrived, and no immediate arrests were made.
Homicide detectives investigate in Parkrose
Portland Police Homicide Unit detectives responded and took over the investigation. As they processed the scene during the night, N. E. Glenn Widing Drive remained closed both east and west of N. E. Airport Way.
Investigators documented evidence around the black car and in the surrounding parking lot, while officers canvassed the area for witnesses and possible surveillance video.

Victim identified as 30-year-old Portland man
In an update released on September 18, 2026 at 7:20 a.m., PPB public information staff identified the man who died in the shooting as 30-year-old Arturo Armas Jr, of Portland.
According to the Portland Police Bureau, the Medical Examiner determined Armas died of homicide by gunshot wound. Detectives continued to seek information about what led to the gunfire in the commercial area and how many individuals may have been involved.
