Two dead in shootings in both Wilkes and Sumner neighborhoods

Day or night, rain or shine, Portland Police Bureau Homicide Unit detectives and offices are again being called out to investigate shooting homicides in outer East Portland.

As the Holiday Season is upon us, so is the return of deadly shootings in our outer East Portland neighborhoods. This week they happened in the Wilkes Community Group and Sumner neighborhoods.

Man shot and killed in Wilkes neighborhood

Darkness had fallen on Monday evening, November 18, along NE Fremont Street, near the Freemont Village Park Condominiums in the 15900 block of NE Fremont Street, when gunshots rang out, and a man fell in the street.

A storm, covering northern outer East Portland with sheets of pelting rain, made it difficult for Portland Police Bureau (PPB) North Precinct officers to see clearly when they arrived for a “Shooting-with-Weapon” call at 5:46 p.m.

“While officers were responding, they were told by dispatchers that a victim had been found,” a PPB spokesperson told reporters. “When officers arrived, they found a male victim who died at the scene.”

As the PPB’s Homicide Unit detectives pulled up, and throughout the investigation, NE Fremont Street was closed between 154th and 162nd Avenues, making it difficult for media to see them at work, as the investigation proceed

November 22nd, officials revealed that the victim who died in the incident has been identified as 35-year-old Mark A. Holley of Portland. The Medical Examiner determined that, indeed, he died of “homicide by gunshot wound”.

In Sumner, a man is fatally shot at Sandy Boulevard motel

In the parking lot of the Quality Inn at NE 82nd Avenue of Roses and Sandy Boulevard, the PPB’s new Mobile Command returns as Homicide Unit detectives investigate a shooting murder – and while SERT officers look for the shooter.

Early on Wednesday morning, November 20, a man was shot at the Quality Inn by Choice Hotels – years ago, it was operated as the Howard Johnson’s Hotel – at the corner of NE 82nd Avenue of Roses and Sandy Boulevard.

PPB North Precinct officers, who were dispatched to this “Shooting-with-Weapon” call at 7:16 a.m., came across an adult male victim in the parking lot.

Now, watch our video, as the murder investigation proceeds, while SERT officers look for the suspect:

“The male was taken to a local hospital by ambulance, but the person died,” informed PPB Public Information Officer Sergeant Kevin Allen

Later in the morning, Sergeant Allen said, “It has not been verified that the suspect or suspects left the hotel – so the PPB Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) are responding, to assist with securing the crime scene.”

As a hunt for the shooting suspect continues, SERT officers coordinate their search in and around the hotel.

Joining them throughout the morning were a total of 17 officers, detectives, and Forensics Unit workers.

With the help of the hotel’s management, SERT officers made a room-by-room search of the buildings, along with a careful exploration of the grounds.

The PPB SERT squad and Portland Bomb Squad have their equipment, including a robots, set up in the parking lot.

The PPB’s Homicide Unit also got involved. Their investigation was headquartered in the brand new and spacious PPB Mobile Command Unit, which was  set up in the hotel’s westerly parking lot.

In the northwest area of the parking lot, SERT, CNT, and at least one member of the Portland Bomb Squad, had all set up their gear – including a remotely-operated robot.

With the assistant of a PPB K-9 Police Dog team, SERT officers continue their search.

At 1:13 p.m., one person was detained for further investigation.

At 2:40 p.m., SERT and CNT completed the tactical search of the hotel.

UPDATE

On December 4, officials revealed that the victim of this homicide was 43-year-old Kimo A. Henriques, 43, of Vancouver, Washington. The Oregon State Medical Examiner determined that he died of homicide by gunshot wound.

Guns, ammo, and cash seized during Montavilla traffic stop

In the Montavilla neighborhood, PPB FIT officers stop a vehicle committing multiple traffic violations – and discover guns. Lots of guns.

Later on November 20 – after dark – officers from the PPB’s Focused Intervention Team (FIT) took notice of a vehicle that looked familiar to them – because they’d stopped it a month ago, and found its occupants were well armed.

So, after they spotted the same car now committing multiple traffic violations, carefully the FIT officers made another traffic stop on it at NE Halsey Street and 74th Avenue.

Officers spotted a firearm in one of the seat pockets, and then detained all four occupants of the vehicle. A subsequent search of these individuals yielded two additional firearms.

It looks like Glock weapons – with extended magazines, to hold additional bullets – were favored by this group of gun-toting men.

In all, officers seized three firearms, more than 80 bullets, and more than $3,000 in cash.
Checking their records, the FIT officers confirmed that they’d made a traffic stop on the same vehicle approximately one month ago – and indeed, during that arrest, two firearms were seized.

Four men were arrested and booked into Multnomah County Detention Center (MCDC) on November 20 – but three of the arrestees were released back into our community, without the need to pay bail, the next morning. Law enforcement agencies are forbidden to provide booking photos taken after a suspect is arrested, under Oregon State law, prior to their conviction, Thus, you’re not allowed to see their MCDC booking photos. 19-year-old Elijah Q. Martin, of Portland, was booked into the MCDC at 9 p.m. on a Class C Felony charge of Altering Identification on a Firearm; and, two Misdemeanor charges of Unlawful Possession of a Firearm, and Possession of a Loaded Firearm in Public. Martin was released after his arraignment, paying no bail, on November 21. Release Reason: Released on Own Recognizance.

18-year-old Aerion Leslie Purifoy was booked into the MCDC at 9:05 p.m. on two Misdemeanor charges: Unlawful Possession of a Firearm, Possession of a Loaded Firearm in Public. Purifoy was released after his arraignment, paying no bail, on November 21. Release Reason: Released on Own Recognizance.

19-year-old Lamar Lewis Stewart, of Portland, was booked into the MCDC at 9:11 p.m. on two Misdemeanor charges Unlawful Possession of a Firearm, Possession of a Loaded Firearm in Public. Stewart was released after his arraignment, paying no bail, on November 21. Release Reason: Released on Own Recognizance.

23-year-old Rowan Joseph Swanson, of Portland, was booked on a “Probation Officer Detainer” charge for a Menacing and Domestic Violence Misdemeanor. Currently, Swanson is the only one of the four to remain in custody; he’s being held in Inverness Jail, without bail.

Apparently at least one Multnomah County Court judge believes that community safety is served by letting people, caught red-handed with unlawfully having a firearm — loaded firearms — out of jail mere hours after they were booked!
