Reward offered in Tillamook St. murder case

Officials say they’re baffled about the motive of this outer East Portland murder case – which they say probably isn’t gang-related …

Police begin their investigation when a man is found shot in the Madison South neighborhood.

Minutes before midnight, shots rang out and witnesses described hearing a car speed away. A 28-year-old man was left lying dead in the street, near NE 81st Avenue and Tillamook Street, on Sunday, August 7.

Portland Police Bureau (PPB) officers rolled into the area to investigate the multiple reports of gunfire called in to the 9-1-1 center, and found the adult male down in the street next to a vehicle.

“Evidence of gunfire was located at the scene,” laconically said PPB Public Information Officer Sgt. Pete Simpson.

There are few clues in the case that come from the investigation, police say.

Through the night, until past dawn, PPB Homicide Division detectives investigated the shooting. “At this point in the investigation, there is no suspect information, and no apparent nexus to gang activity,” Simpson added.

The Oregon State Medical Examiner positively identified the shooting victim as Luccas Demetrius McNeill, and released the finding that the man indeed had died of gunshot wounds.

McNeill was working as a security guard at the time of his death, helping to support his mother and sister.

“There is no suspect information in this case, and it is unclear why McNeill was killed,” Simpson said.
