In the Lents, Powellhurst-Gilbert, Madison South, Brentwood-Darlington, and Mt. Scott-Arleta neighborhoods, Portland Police Bureau officers investigate shootings – some in the daytime – and a gunshot murder.

Week after week, we hope gunshot murders will end, and the number of shootings will drop to a level at which a compiling a “Shooting Report” won’t be necessary. Sadly, it isn’t this week.
However, Portland Police Bureau (PPB) East Precinct and North Precinct District officers, and the Bureau’s Enhanced Community Safety Team (ECST) and Focused Intervention Team (FIT) staffs, have made some headway against shooting violence – and saved lives, using specialized first aid tactics and state-of-the-art medical supplies.

March 25 and 27
Two Madison South shootings; one proves deadly
On March 25, at the same location of other shootings, ECST and FIT officers come to investigate a daytime shooting on NE Milton Street.
On August 10, 2021, it was NE Milton Street, just east of 82nd Avenue of Roses, where musicians with Brooklyn Zu – Odion Turner, and his cousin David Turner – were shot and killed, and four others were wounded, when they opened the door of their RV to a stranger.
Gunshots were heard again, at that exact same location, on March 25, and again on March 27. On March 25, there were no fatalities, however.
Although this incident wasn’t a gunshot murder, this injury shooting investigation continues for hours.
PPB officers, who were dispatched to the location on Friday, March 25, at 1:51 p.m. on a “Shooting-with Weapon” call, located a man with at least one gunshot wound. As the victim was being taken to a local hospital, a total of 13 officers, including those with the PPB’s ECST and FIT, arrived to begin an investigation.
“Every time we hear ‘bang-bang-bang’ we’re not thinking firecrackers; we’re hitting the floor – ’cause we know its bullets [being fired] on our street – again,” nearby resident Milton Greene told East Portland News after the March 25 daytime shooting.
So far, no suspect information is available. This is Case No. 22-80014.
March 27 NE Milton Street shooting ends in homicide
Investigators return to probe come to a another shooting incident on NE Milton Street, this time on March 27, and find a deceased man.
Then on Sunday, March 27, at 9:38 p.m., officers were sent again to the same exact spot, for another shooting “When officers arrived they located an adult male who had been shot,” a PPB official stated. “Officers attempted life-saving measures until paramedics arrived, but the victim did not survive.”
To this incident, in addition to ECST and FIT squads, the PPB’s Homicide Unit detectives came to investigate.
UPDATE: On April 8, officials identified the individual killed in this shooting as 39-year-old Shaani Mohamed, but provided no additional information.

Although in the same location, and about 48 hours apart, officials say they aren’t seeing a connection between these shootings.
Asked if these shootings are related, PPB Public Information Officer Sergeant Kevin Allen responded, “We don’t have any information that those cases are connected.”
Because it is a “shooting hot-spot”, Sgt. Allen observed, “Neighborhoods in the area will, at a minimum, begin to see more police driving through and working in the area – as FIT and ECST continue to address the ongoing violence.
“These teams have already put together a plan, and you’ll start to see more of these ‘targeted patrols’ in the very near future,” revealed Allen.
March 28
‘Road rage’ may have triggered shooting spree in Brentwood-Darlington
PPB District and FIT officers find evidence of a shooting where a neighbor said it began, alarmingly close to an elementary school, seen in the background.
On March 28 at 4:01 p.m. PPB officers were sent to a “Suspicious-with Weapon” report, initially at the intersection of SE Duke Street and 78th Avenue.
This turned out to be far more. In fact, it looked like a “rolling shoot-out”. In three areas, spent bullet shell casings were discovered by officers.
At the second location of this shooting, an officers looks for additional evidence along the street.
The first group of bullet shells was found at the intersection of SE Duke Street and 78th Avenue – at the corner of Woodmere Elementary School.
“I didn’t see it, but I heard cars driving fast – like they were going [west on SE Duke Street] from 82nd Avenue – and hitting the speed bumps, and then gunshots,” neighbor Steve Barth told East Portland News. “I took my time getting out to take a look, because I didn’t want to get shot, and they were gone, they drove on.”
The second site was also along SE Duke Street, a half block east of 78th Avenue.
At the last location of the shooting, an officer places evidence markers over spent bullet casings left behind in the gutter.
The last area was several blocks away – specifically, a half-mile – and southwest of the other two locations, along SE 72nd Avenue near Cooper Street.
After PPB East Precinct officers had cordoned off all the crime scenes, members of the PPB FIT team investigated and documented evidence.
“Investigating officers learned that in this incident an occupant or occupants of a car was shooting from their vehicle, while chasing two victims (one adult male and one adult female) in another car,” Sgt. Allen told East Portland News.
“The victims were not injured, and reported that it started as a case of road rage,” he remarked. No immediate arrests have been made, and the case is being investigated. This is Case No. 22-83084.
March 29
Man wounded in another shooting by Mt. Scott City Park
A police cruiser closes off SE Knight Street, at the edge of Mt. Scott City Park, while officers investigate another injury shooting at the location.
After residents called the 9-1-1 Center on the evening of March 29, reporting having heard gunfire near the southwest corner of Mt. Scott City Park, officers were sent there at 7:03 p.m.
There they found an adult male who had been shot several times, receiving what appeared to be non-life-threatening injuries. He was taken by ambulance to a local hospital.

Officers again closed off SE Knight Street, between SE 72nd and 73rd Avenues and began placing yellow evidence markers over spent bullet casings that once more were littering the street. Canvassing the homes in the area, investigators learned that one bullet pierced the exterior of an apartment building, and continued through walls inside.
Witnesses, who told police that they’d seen the shots coming from a vehicle, were able to give officers with the car’s license plate number – it was a reported-stolen vehicle. Officers later discovered it abandoned less than a mile away, in the Lents neighborhood, near SE 83rd Avenue and Tolman Street.
An officer notes bullet holes in this apartment building; fortunately, none of the occupants were injured as the bullets passed through the unit.
At a Community Forum meeting that evening in Brentwood-Darlington, neighbors from Mt. Scott-Arleta, several of whom live near Mt. Scott City Park, said that their efforts to halt almost-nightly shootings last summer, by reducing street access, have worked very well. However, they also acknowledge that shootings still do occasionally continue.
The suspect or suspects are still at large. This is Case No. 22-84287.
March 30
I-205 Freeway on-ramp shooting injures two
In the area claimed by both the Lents and Powellhurst-Gilbert neighborhoods along SE Powell Boulevard at the I-205 Freeway, a shooting brings the police to investigate.
On Wednesday, March 30, PPB East Precinct officers were dispatched at 12:53 a.m. to SE Powell Boulevard, at the I-205 Freeway entrance, after a report of shooting there.
A witness had called 9-1-1 to report having seen one vehicle shooting at another while both were in motion. Officers later learned that one of the vehicles was reported as stolen.
While officers were still at that location conducting their investigation, a male and a female arrived at a local hospital; both having sustained non-life-threatening gunshot wounds.
“Officers determined the two victims to be associated to the shooting call on Powell Boulevard,” a PPB official stated, adding no suspect information was available. This is Case No. 22-84576.
March 30
Two wounded in attempted Hazelwood carjacking
More shooting victims come into this hospital’s Emergency Department; they were shot during an attempted carjacking.
While at the hospital to continue their investigation of the Freeway on-ramp shooting, officers were flagged down by hospital security and informed that two additional gunshot victims had just entered the hospital’s Emergency Department on March 30 at 1:56 a.m.
Officers learned that these two were victims of an unrelated attempted carjacking at NE 100th Avenue and Halsey Street, in the Applebee’s Restaurant parking lot. The victims said that an unknown man pulled out a gun and yelled at them to give him their car – and then started shooting!
“Although the two victims were injured, they were able to escape the situation and drive themselves [in their own car] to the hospital,” the police spokesperson noted.
Robbery Detectives were consulted and assumed control of the investigation. This is Case No. 22-84613.
March 30
Teens injured in Powellhurst-Gilbert daytime shooting

A “Shots Fired” call at 5:27 pm on March 30, dispatching an eventual total of 14 officers to the 9800 block of SE Hult Street, including the FIT and ECST teams – when it turned out to be another shooting incident, with serious injuries.
This latest shooting took place two streets due south of the March 24 incident. It was a daytime, in-the-street, shoot-out that occurred on SE Division Street, just east of SE 98th Avenue.
A PPB Forensics Division “crime scene investigator” stands by, ready to take photos of evidence.
“I make dinner for family when I heard really, really loud “pop” sounds outside – maybe five or six – out on the street, that scared me,” recounted a neighbor who asked that her name not be used. “We have [many] Vietnamese families [on this block], so I shouldn’t say too much,” she whispered.
“I go out to look, I see kids there, one of them is screaming he’s been shot,” she told East Portland News.
To our request for information, the PPB’s Sgt. Allen responded, “One teenage juvenile male was shot multiple times, and has serious injuries, but they’re believed to be non-life-threatening. An 18-year-old male also suffered a minor wound; he was likely grazed by bullet.”
Into the evening, investigators continue to gather information and interview potential witnesses.
Both gunshot victims were medically stabilized at the scene before being taken to a local hospital.
No immediate arrests made. This is Case No. 22-85234.

ECST makes arrests
Here, along NE 82nd Avenue of Roses near Failing Street, at an entrance to the Heights at Columbia Knoll, officers investigate a shooting on February 21.
This week, the PPB’s Enhanced Community Safety Team made three arrests – one of them regarding a February 21shooting in the Madison South neighborhood.
Officers were called to NE 82nd Avenue of Roses, between Beech and Failing Streets for a “Shots Fired” that was dispatched at 6:51 p.m. When officers arrived, they were told by witnesses that someone had been shot and was being driven to the hospital in a privately-owned vehicle.
ECST continued with the investigation, which led to the arrest of 38-year-old Prince Phillip Brown on March 30.

Brown was booked into the Multnomah County Detention Center (MCDC) at 2:29 p.m. that day on multiple Felony and Misdemeanor charges, including Attempted Murder in the Second Degree, Assault in the Second Degree, Felon in Possession of a Firearm, Unlawful Use of a Weapon, Unlawful Use of a Motor Vehicle, Unlawful Entry of a Motor Vehicle, Possession of a Stolen Motor Vehicle, and Eluding on Foot.
Currently Brown is being held in the MCDC without bail on the Attempted Murder and for Parole Violation; the combined bail for the remaining charges total $510,000.
Officers save lives; patrols increase
At the scene of a recent shooting, officers reach for an IFAK (Individual First Aid Kit) that includes up-to-the-minute medical supplies such as tourniquets, wound packing, and chest seals.
According to the Portland Police’s ECST, in the past seven days 23 people have been injured (one fatally) by gunfire. In three cases, the shooting victims would have died at the scene, if not for ECST officers using their trauma first-aid training and the medical supplies they now carry.
And, on March 31, a PPB official revealed: “To help with swift police response, members of ECST are working patrol shift overtime in collaboration with FIT on Friday and Saturday nights, and will continue [doing so] as resources allow for the foreseeable future.”
~ SHOTS FIRED LOG ~
While our area has decreased in the number of logged “Shots Fired” calls, from 46 last week to 36 this week – it’s a tragic fact that one of these incidents was a homicide; and, at several more of them, victims were wounded by gunshots.
We remind that not all “Shots Fired” dispatches result in officers finding evidence of shooting. Nevertheless, they do investigate each and every one of them.

A miserable anniversary
Because, once upon a time, there were so few shootings, for years, East Portland News brought you articles about violent people committing crimes with guns only occasionally.
That all changed in July 2020 when the PPB’s Gun Violence Team was disbanded by Portland’s Commissioner of Police, Mayor Ted Wheeler.
This article marks the 90th consecutive week of reporting on shootings and gunshot murders in the greater outer East Portland area.
We haven’t stopped hoping for a ceasefire.
