Man killed near Mill Park diner

According to neighbors, two shots rang out and a young man fell to the sidewalk on SE 112th Avenue at Division Street, outside the 24-hour Tik Tok Restaurant diner on February 18 at 12:47 a.m.

Portland Police officials said the shooting victim, 25 year-old Charles Exzavyer Gaines, was rushed by medical personnel to a Portland hospital for treatment for traumatic injuries, but was then pronounced deceased at the hospital.

The Portland Police “Mobile Command Unit” comes to the area.

“While the original incident was reported to have occurred at the Tik Tok Restaurant, investigators do not believe the victim was inside the establishment prior to the incident,” an unidentified police spokesperson said. “Additionally, there is no information to suggest the crime is connected to the Tik Tok Restaurant.”

The crime scene appeared to be primarily along SE 112th Avenue, which police closed off – from SE Division to Lincoln Street – for several hours, as the investigation continued on into the night.

Members of the Tactical Operations Division’s Gun Violence Reduction Team responded initially to investigate the incident. However, when it was determined the victim had died, the Detective Division’s Homicide Team responded to continue the investigation.
