Back during the COVID pandemic, shootings and gunshot homicides continued to take place, unabated. One of those incidents, published in East Portland News on July 2, 2021, was about a deadly confrontation in Pleasant Valley. [CLICK HERE to see the original story.]

To recap: On Friday, June 25th, 2021, Portland Police Bureau (PPB) Homicide Detectives, the Multnomah County District Attorney’s Office, and the Multnomah County Medical Examiner’s Office converged on the scene of a “suspicious death” near the intersection of SE Clatsop Street and 147th Avenue in Pleasant Valley, on the edge of unincorporated Multnomah County.

The shooting victim was identified as this man, 47-year-old Olance A. Upton.

Shortly thereafter, an Oregon State Medical Examiner identified the victim as 47-year-old Olance A. Upton of Portland – and stated that he died from a gunshot wound, and ruled the death a homicide.

Fast-forward to July 30, 2025, near the intersection of North Rosa Parks Way and Interstate Avenue. That was where the U.S. Marshals Service Fugitive Task Force has just arrested 53-year-old Isaac Symone Harden Sr. in connection with Upton’s homicide.

Would-be criminals, take note! Crimes like this do get solved, even if it takes more than four years.

Harden was booked into the Multnomah County Detention Center (MCDC) at 04:38 p.m. on charges of Murder in the Second Degree, Unlawful Use of a Weapon, and being a Felon in Possession of a Firearm. Currently Harden is being held, without bail, in the MCDC.
