Apparently, even Easter Sunday evening isn’t safe from shootings in the Centennial neighborhood – what’s when a teen was shot to death.

Violent people with guns continue to plague outer East Portland neighborhoods. The tragedy this week was the death of a teenage boy in the Centennial Community Group neighborhood.
At least we can report to you that specialized Portland Police Bureau (PPB) squads are making progress in taking guns from people prone to use them illegally. We’d also report a drastic reduction in ‘Shots Fired’ calls – but that turned out to be due to the computers at Portland Bureau of Emergency Communication (BOEC) that report and log police incidents being broken and waiting for parts for two days.

Teen shot dead on Easter in Centennial; three others wounded

Families were enjoying the afterglow of a pleasant Easter Sunday on April 17 in the comfort and safety of their homes – but four teenage boys were out that evening after sunset, walking along SE 162nd Avenue, just south of Stark Street.
Between the Union 76 gas station and the Lucky-Lucky Lounge on SE 162nd Avenue, a vehicle drove by shooting, and all four teens were hit by gunfire.
At first, Gresham Police Department officers were dispatched to the area at 8:38 p.m. that evening, along with medical emergency first responders. Then, at 8:43 p.m., PPB East Precinct officers were also sent on the call – likely because the west side of the street is actually in the City of Portland.

“When officers arrived they located a male who was deceased, and three juvenile males who had also been shot;” a PPB spokesperson tersely put it. “The three surviving victims were transported to area hospitals; one with life-threatening injuries, and the other two with non-life-threatening injuries.”
This bullet strike, photographed the next day, was likely from the bullets being sprayed at the teens.
According to witnesses at the area, it was a drive-by shooting. A person, who said she was grandmother of one of the boys, arrived and told reporters that the teens ranged in age from 17 down to 14 years of age. “How could this happen?” she said, with tears streaming down her face.
Talking with reporters the day after the fatal shooting was Lorie Palmer of the organization, ‘Go Get Your Child’.
Planting one of her “DO NOT MURDER” yard signs near where the shooting took place was Lorie Palmer, who founded of the organization Go Get Your Child in February, after her son survived being shot in a January shooting that’s believed to be gang-related.
“We’ve taken a big hit to the heart,” Palmer told reporters. “We need ‘all hands on deck;, we need the community to show up!”
Portland’s Commissioner of Police, Mayor Ted Wheeler wrote, in part, on Twitter the following day, “Gun violence took the life of a teenage boy last night and left three others injured. I send my deepest condolences to the victims and their families.”
The PPB Homicide Unit took over the investigation. On April 22, detectives identified the deceased youth as 17-year-old La’Marcus Brazile.

Three additional shootings, two causing injury
Officers find injured shooting victims – who apparently are likely to survive – at shooting incidents in the Hazelwood, Lents, and Powellhurst Gilbert neighborhoods.

Shooting in Hazelwood
In this case, a conflict developed between two vehicles driving on SE Washington Street near 101st Avenue.
“A driver of one vehicle had a quarrel with the occupants of another car; and at least one suspect from the other car started shooting at the first driver,” PPB Public Information Officer Sergeant Kevin Allen told East Portland News. “His vehicle was struck and he was injured by broken glass,” he said, adding that no suspect information is available.

False shooting call in Powellhurst-Gilbert
A block north of where a teenager was shot two weeks ago [See Week #90 Shooting Report], on SE 98th Avenue near Clinton Street, another shooting was reported. Both emergency medical providers and officers were dispatched to the area. “This was unfounded; This is a chronic caller who tries to bait police into responding, by falsely claiming he was shot,” Sergeant Allen noted.

Gunshot injures woman in Powellhurst-Gilbert, shooter still at large
Officers block off eastbound SE Powell Boulevard at 125th Avenue in Powellhurst-Gilbert, while a shooting investigation gets underway.
Starting at 10:17 p.m. on March 21 East Precinct, FIT and Enhanced Community Safety Team officers drove into the Powellhurst-Gilbert neighborhood. The vehicles stopped, primarily on the south side of SE Powell Boulevard, from 130th to 130th avenues.
Soon 19 Portland Police units – including district officers, detectives and members of specialty units – were on scene. Officers and shooting investigators were parked in the driveway of the Glenwood Apartments at 13062 SE Powell Boulevard; and, across the street at the Oregon Cedars apartments, located at 13059 SE Powell Boulevard.
Officers look for evidence, on the sidewalk in front of one of the apartment complexes.
Keeping watch on the eastern end of the incident’s zone are these officers.

At the east end of the blocks-long incident, in a taped off area of the Forbidden Fruits “exotic club” parking lot at 13550 SE Powell Boulevard, a car, with the passenger’s side door open stopped and unoccupied. There appeared to be a bullet hole in the rear passenger’s side window.
Resident in the 13000 block of SE Powell told East Portland News: “First, I heard a lot of shots – bam, bam, bam, bam, bam, bam, bam, — maybe eight or ten shots, rapid-fire. Then, there were four or five more gunshots, but these sounded like they were more spaced out, like someone was aiming, and then firing.”

“An adult female was shot and transported to a local hospital with serious, but non-life threatening injuries,” Sergeant Allen informed. “The circumstances of the shooting are under investigation; but, it appears that two people fired at each other; one person was interviewed and released,” he said. “Additional investigation is underway by ECST and FIT,” Sergeant Allen concluded.

Focused Intervention Team makes arrests

Fleeing felon – caught with gun and drugs in Hazelwood arrested – then released by court
Officers box in a vehicle whose driver tried to elude them; the outlaw didn’t realize that one can’t hide from the PPB’s ‘eye-in-the-sky’ flying above.
Out on patrol the evening of April 15 officers from the PPB’s “Focused Intervention Team” (FIT) spotted a male driver speeding and driving recklessly on SE Division Street, and tried to make traffic stop. Instead, he hit the gas.
Because the officers didn’t turn on their emergency lights and pursue him, perhaps the driver thought he’d make a clean get-away – but he stepped up his dangerous driving anyway, as observed by the PPB Air Support Unit (ASU) airplane, where it could clearly been seen that the car was swerving into oncoming lanes of traffic, running red lights, and driving on sidewalks.
The dangerous driver turned south off of SE Division Street on SE 125th Avenue, which leads into several dead end streets. With the help of the ASU overhead tracking the vehicle, East Precinct and K9 officers closed in near the intersection of SE 127th Avenue and Woodward Street.
The driver and a passenger bolted and ran off, but were captured and arrested by a PPB police dog team.

The driver, 38-year-old Dale Anthony Field of Portland, was booked in the Multnomah County Detention Center (MCDC) at 9:11 p.m. on charges of Felon in Possession of a Firearm, Reckless Driving, Attempt to Elude by Vehicle, Attempt to Elude on Foot, and Delivery of a Controlled Substance to a Juvenile.

However, although Field was booked on three Felony (one of them being a convicted felon, with a gun) and two Misdemeanor charges – two days later, on April 18, his combined bail was reduced to $0.00 and he was set free. Release Reason: Court Ordered Release.
Also arrested was 30-year-old Brittany A. Hess-Eley, most likely of Yamhill County, who was booked into the MCDC that evening at 9:09 p.m. on outstanding arrest warrants. The combined bail for Hess-Eley was set at $17,500; but she was released on April 19 into the custody of Yamhill County.
April 17-18
Officers confiscate guns and stolen cars near Mall 205
These gun were taken from various people driving stolen vehicles during a police mission in East Portland..
While there’s not much detail about this mission, when April 17, PPB East Precinct officers weren’t running on “Shots Fired” calls, they had there eyes open for what they call a “High Visibility Patrol” in the Hazelwood neighborhood’s Gateway District, near Mall 205. The result: Three arrests, and three stolen cars were recovered
Then, on April 18, they headed back out again; this time along 82nd Avenue of Roses. This mission resulted in eight arrests, ten stolen vehicles, and two guns recovered.

Every day, 24/7, officers are out investigating shootings, and “Shots Fired” calls, on our neighborhood’s streets.
With “only” 31 “Shots Fired” calls this week; statistically, there appeared to be an improvement; a reduction of people firing guns. However, looking into this, we recalled that problems with the BOEC’s computers for three days, April 15-17, resulted in no incidents being logged then.

We’d be electing the next Multnomah County Chair; and, as important, we’d be determining the people who will become the new “Portland City Commissioner Position #2”, currently held by Dan Ryan, and “Position #3”, held by Jo Ann Hardesty.
Sadly, too many people in our neighborhoods have “given up” on politics. But remember, even if you yourself aren’t paying attention to “politics”, politicians continue to pay attention to which precincts (voting districts) vote.
If you and your neighbors don’t vote, you’re telling elected officials they don’t have to worry about public safety, and how they spend your tax dollars, in your area.
