‘Missions’ reduce guns on the street
Thanks to the diligent work of Portland Police Bureau (PPB) Neighborhood Response Team officers, members of their Focused Intervention Team, and the efforts of District Officers, many illegally-held guns have been confiscated.

During the PPB East Precinct’s Stolen Car Missions and Retail Theft Missions, officers routinely find guns and ammo – in addition to stolen vehicles and merchandise. We congratulate them for their good, productive work reducing crime in our neighborhoods.

August 18
No injuries in Rocky Butte shooting
Officers did find “evidence of shooting” atop Rocky Butte – but no victims.
PPB East Precinct officers were dispatched to the Madison South neighborhood for a “Shooting-with Weapon” call at 1:01 a.m. on August 18. The reported location was “The Fort”, as the Rocky Butte Natural Area is known, on the peak of Rocky Butte – along the 3200 block of NE Rocky Butte Road.
Additional medical first-responders were also dispatched there at the same time.
“Officers and members of our Enhanced Community Safety Team (ECST) investigated the shooting,” PPB Public Information Officer. Sgt. Kevin Allen told East Portland News. “They determined that at least one shot was fired in the area; however, no victims were found and no damage was located.”

August 21
Two charged with Attempted Murder in Powellhurst-Gilbert shooting
In the Powellhurst-Gilbert neighborhood, officers swarm the area after two males are seen shooting at an apartment unit.
As a PPB East Precinct officer was headed to a low-priority call in the Powellhurst-Gilbert neighborhood on August 21 at 1:09 a.m., he saw two men firing guns at a unit in Pine Garden Apartments along SE Holgate Boulevard, at 112th Avenue.
As the officer radioed for assistance, he turned on his patrol SUV’s lights to challenge the suspects – but they immediately ran off into the blocks. Arriving officers set up a containment area from Holgate Boulevard north to Boise Street between 112th and 114th Avenues.

The PPB’s Special Emergency Reaction Team (SERT) was called in to do a yard-by-yard search. And, they also brought in their small unmanned aerial system (or “drone”) operator team, as well as their Air Support Unit, and K-9 Team officers.
By 6:27 a.m., officers had detained two suspects, and one firearm was recovered as evidence.
Detectives with ECST investigated and determined that two people – an adult female and an adult male — were asleep in the apartment when the shots were fired into it, but neither was injured.

Officers arrested 23-year-old Jaylen Denarvel Lyday and booked him into the Multnomah County Detention Center at 8:31 a.m. that morning on charges of Attempted Murder in the Second Degree (2 counts), Recklessly Endangering Another Person (2 counts), Unlawful Use of a Weapon, and Unlawful Possession of a Loaded Firearm in Public. At his arraignment, Lyday learned that he was facing a total of eight (8) Felony charges and three Misdemeanor charges. He’s being held without bail at Inverness Jail.
A 16-year-old juvenile male from Beaverton, was booked into the Donald E. Long Juvenile Detention Center on charges of Attempted Murder in the Second Degree (2 counts), Unlawful Use of a Weapon, Recklessly Endangering Another Person (2 counts), Unlawful Possession of a Loaded Firearm in Public, and Unlawful Possession of a Firearm.

August 23
Newspaper delivery driver shot, on route, in Hazelwood neighborhood
Near East Holiday Park, officers seek suspects and evidence after a shooting.
This “Shooting-with Weapon” dispatch began early on Wednesday, August 23, when an Oregonian newspaper carrier called the 9-1-1 Center saying that she’d been shot.
Both PPB East Precinct and ECST officers were dispatched at 2:59 a.m. to the parking lot of Menlo Park Elementary School, where the victim said she’d parked.
As the sun comes up, in the parking are of East Holiday Park, investigators find a massive number of spent shell casings are seen littering the pavement.
“Arriving officers found a 62-year-old female with a gunshot wound to her leg,” PPB Public Information Officer Lt. Nathan Sheppard told East Portland News later that day. In addition, they found six bullet holes in her car.
“They learned that she had been driving slowly through the neighborhood delivering newspapers when she felt a pain in her leg near East Holiday Park, located at 12999 NE Holiday Street,” Lt. Sheppard continued. “The victim did not get a look at the shooter for a description, and did not see the direction the suspect(s) fled.”

What investigators did find was more than two dozen spent shell casings in the parking area of East Holiday Park.

August 24
Man wounded in daytime shooting outside Cully Studio 6 Hotel
In this daytime shooting, a man is wounded on the sidewalk in front of this Studio 6 on NE 82nd Avenue of Roses.
This “Shooting-with Weapon” call sent PPB North Precinct officers to “Studio 6 Portland”, an extended-stay hotel at 4911 NE 82nd Avenue of Roses, on Thursday, August 24, at 2:44 p.m.
“I heard two or three shots, and then a man scream, and a car take off south on 82nd – but I couldn’t see it because a bus was stopped on my side of the street,” a neighbor told East Portland News.
A PPB ECST sergeant looks for additional shell casings.
“The shooting did take place on the sidewalk in front of a motel,” confirmed Public Information Officer Sergeant Kevin Allen to us the next day.
“An adult male was shot three times and was seriously injured,” Sergeant Allen continued, “but, after treatment at a local hospital, he is expected to survive.”
Spent bullet shells, ejected from the gun of the assailant, are covered by business cards to serve as temporary evidence markers.
As in other cases, the PPB’s ECST responded to the scene and detectives investigated.

‘Shots Fired’ calls increase
Over the past 10 days, the number of “Shots Fired” calls has dramatically increased. Officers were dispatched on a total of 41 such calls in that span of time. However, on many occasions, officers aren’t able to locate “evidence of shooting” at these incidents, so there are some false alarms.
