Week #142 Shooting Report | Even ice and snow don’t keep vicious people from murdering and wounding others across outer East Portland. Here’s what’s happening, including a ‘Shots Fired Log’ …
Although winter storms dumped snow and made for icy roads, Portland Police Bureau officers are on the job throughout outer East Portland.

After weeks of freedom from deadly shootings since early February, this week crimes committed by violent people using guns experienced a resurgence in outer East Portland – 142 weeks after the Portland Police Bureau (PPB) Gun Violence Reduction Team was disbanded by Portland Mayor Ted Wheeler.

Deadly shooting in Hazelwood
Officers start arriving in this area of the Hazelwood neighborhood, after a deadly shooting.
Neighbors told reporters that they “couldn’t believe their ears”, very early on Sunday morning, February 26, when they heard gunshots near the southwest corner of the Hazelwood HydroPark.
“I heard, like six or seven shots – but not all at once – then just silence,” East Portland News learned from a neighbor who asked to remain unidentified, who was standing near the ice-covered street later that morning. “It wasn’t long until there were lots of cop cars sliding their way in here.”
At 3:21 a.m., PPB East Precinct officers were dispatched to a shooting-incident reported at NE 114th Avenue and Holladay Street. The officers came across a man dead at the scene. Another man was critically injured and was taken to a local hospital by ambulance.
Detectives with PPB’s Homicide Unit responding to the scene to investigate the shooting.
“At this time, no suspects are being sought; and, no arrests have been made,” was the terse statement put out by a PPB official about the incident.

On February 28, the PPB revealed that the victim in this homicide had been identified as 46-year-old Jack Elliott Craven. The Medical Examiner confirmed the manner and cause of death to be “homicide by gunshot wound”.

Drive-by shooting in Lents’ ‘Red Tail Canyon’ area
A slick street up the side of Mt. Scott didn’t stop officers from responding to this injury shooting call.
South of Mt. Scott Boulevard, up the long and steep hill, along SE Aspen Summit Drive, PPB officers were dispatched at 8:44 p.m. to the townhome development called “Red Tail Canyon” on a “Shots Fired” call. An ambulance was also dispatched.
Six PPB officers, including those from the Enhanced Community Safety Team, carefully made their way up the slick, winding street on their way to the call.
Paramedics come to the aid of a female pedestrian who was shot while taking an evening walk.
“This was an incident where a woman out for a walk, was shot and injured,” PPB Public Information Officer Sergeant Kevin Allen told East Portland News. “The woman was treated for non-life threatening wounds,” he added.
An unknown suspect left the scene was not located. “The PPB Enhanced Community Safety Team (ECST) is investigating that incident and would appreciate any help from the public with information about the incident or the suspect,” requested Sgt. Allen

Carjacker crashes, runs in Lents
Officers search, and find evidence, inside the allegedly carjacked Jaguar XJ8.
Although it was dispatched as a mere of an “Area Check” on Tuesday afternoon, February 28 – just west of Lents Town Center – it turned out to be a major incident.
At 2:43 p.m., on SE Woodstock Boulevard between 87th and 88th Avenues, responding officers found a Jaguar XJ8 in the westbound lane, partly up on the north sidewalk.
The car was not drivable; the front driver’s side wheel was smashed and crumpled under the car’s frame. Witnesses said that the driver ran after crashing the car, and that officers then searched the car.
Soon, 16 PPB officers were at crash scene, including three PPB Canine Teams.
At the scene of the disabled Jaguar, an officer holds a plastic evidence bag with what appeared to be a semiautomatic handgun inside of it.
Meanwhile, south along SE 87th Avenue, between Woodstock Boulevard and Tolman Street, a PPB Canine Team was doing a yard-by-yard search, trying to sniff out a suspect.
“Not all reports are in yet, but I can tell you that someone stole the car at gunpoint, then crashed it,” PPB Public Information Officer Lt. Nathan Sheppard responded to our query. “The carjacker was not located; however evidence was collected at the scene.”

Shots Fired Log
The lingering snow and ice likely reduce the number of “Shots Fired” calls logged recently – a mere 16 of them, in outer East Portland. There were many, many more such calls across the city. Police don’t find evidence of shooting at some of these calls.
