Below, you’ll find stories about the two major outer East Portland shootings this week.

But first, there was one more last week to mention, although it was far west from outer East Portland.

After we’d published our articles last Friday afternoon, July 19, at 4:05 p.m., Portland Police Bureau (officers) were dispatched to a shooting at Dawson Park in North Portland, a block away from Legacy Emanuel Hospital. The officers found two gunshot victims, both of whom are expected to survive.

Although not a fatal shooting incident, the PPB’s Focused Intervention Team (FIT) and Enhanced Community Safety Team (ECST) went investigated at the park.

Portland’s Chief of Police, Mayor Ted Wheeler, backed up ,by PPB top brass expresses his concern and anguish about this shooting in North Portland at a press conference.

Early this week, Portland Mayor Ted Wheeler, PPB Chief of Police Bob Day, Portland City Commissioners, and City office candidates spoke of their distress about this shooting – adding nary a word was said about the increasingly high volume of gunshot homicides and shooting injuries that continue here, in outer East Portland.

So, what’s the outer East Portland connection? Portland Police later revealed to East Portland News the relationship between the Dawson Park shooting, and a shooting that took place the next day – and is our first story of this week.

July 20
Bullets fly along NE 82nd Avenue in Madison South, grazing one

After a shooting, NE 82nd Avenue of Roses is completely shut down – it’s a crime scene.

On Saturday evening, July 20, shots rang out along north of the Evergreen Inn & Suites at 3828 NE 82nd Avenue of Roses, in the Madison South neighborhood.

PPB North and East Precinct officers who were dispatched to this “Disturbance-with- Weapon” call at 7:08 p.m., found obvious “evidence of shooting”, with spent bullet shell casings littering the street.

Officers begin investigating this shooting; there’s abundant evidence to catalog. Lots of it.

“When you hear ‘pops’, you think of fireworks; but in this case, I could tell the sound I heard was guns – and more than one – shooting, rapid-fire, for more than a minute,” a neighbor who lives along the road told East Portland News.

“I couldn’t tell if it was a shoot-out, or a gangland killing, but the shooting was fast and furious,” said another witness who wished to remain anonymous.

Soon, NE 82nd Ave of Roses was closed off from NE Beech Street north to Sandy Boulevard as the investigation got underway.

It’s not known how this car was involved in the shooting; perhaps it was the target of the shooters.

A light-colored Infiniti was stopped, facing southbound, on the northbound shoulder; it’s unclear if this vehicle was involved in the shooting. One by one, the PPB Criminalist with their Forensics Division took photos to document every one of the shell casings.

Watch, now, as this shooting investigation unfolds:

“The officers who responded to reports of a shooting found an adult male who had been grazed by one of the numerous rounds fired from a firearm,” Portland Police Public Information Manager Mike Benner told East Portland News.

“Officers located a vehicle of interest, and it eluded,” Benner continued. “The officers found it abandoned in a [Walgreen’s] parking lot on NE Sandy Boulevard at 70th Avenue, and determined that several suspects had run into the business.

A PPB Forensics Division investigator documents the location of each spent bullet casing before photographing it.

Officers found and arrested the suspects without incident, Benner said.

Says suspects are connected with Dawson Park shooting
“Through the course of the investigation, officers seized five firearms,” Benner added. “Investigators believe these firearms were used in both this shooting, and the shooting at Dawson Park one day earlier.”

Arrested were 21-yar-old Jeffrey Leon Roberts, 18-year-old Fontaine Lamont Adams, and 21-year-old Aldolfo Oseguera, and all were booked into the Multnomah County Detention Center (MCDC) just one minute apart, starting on July 21 at 4:49 a.m.

All three were booked on charges of:

  • Attempted Murder in the Second Degree
  • Attempted Assault in the First Degree
  • Assault in the Second Degree
  • Unlawful Use of a Weapon

Currently, Roberts and Oseguera are being held, without bail, at Inverness Jail; Adams is lodged in the MCDC without bail.

July 24
Shootout in Parkrose Heights wounds suspects – and terrifies church-goers

This Parkrose Heights neighborhood church was filled with congregants attending a special meeting, when a gun battle begins just outside.

On Thursday evening, July 24, the parking lots of the Church of Christians of Seventh Day, a Russian-speaking evangelical church situated at 10455 NE Fargo Street, were filled to capacity – as was the building. A member of the congregation said a “pre-funeral” service was being held.

Here’s a video look of the aftermath of this shooting, after all of the mutual-combatant-wounded were taken to the hospital:

On the narrow residential street in front of the church, a volley of gunfire erupted, shattering this usually-quiet area of the Parkrose Heights neighborhood.

Fortunately, the meeting was in progress, with as many as 500 people inside their building. Had this shooting taken place when the meeting was letting out, and attendees were going to their vehicles, the outcome may have been tragic.

After the shooters are taken to the hospital, their vehicles are readied for towing.

“So much shooting! So much shoot!” is how witness Uri described it to East Portland News. “The cars stopped, and didn’t go again.”

PPB North Precinct officers who were dispatched to this crime at 7:21 p.m. found two SUVs with bullet holes on facing sides, suggesting that this had been a vehicle-to-vehicle shooting.

These are just some of the bullet holes found on the cars of the mutual combatants.

“Officers responded to reports of a shooting and determined several people were shooting at each other,” PPB spokesperson Mike Benner informed us.

“Officers located two victims, who were transported to a hospital with unknown injuries. Investigators believe the victims were shooting at each other,” he reported.

A church member lights up one of the bullet holes found – and marked by police – in his own car.

Officers and investigators also found bullet holes in several of the church members’ vehicles, parked along the street.

Asked if there were arrests, Benner cryptically replied, “Ultimately, everyone involved is believed to be accounted for.”

This investigation continues, into the evening.

So, it’s unclear if or when any of the suspects are, or will be arrested. If you have information about this incident, please e-mail crimetips@police.portlandoregon.gov and reference Case No. 24-185174.
