In outer East Portland, streets are closed while police search for an armed suspect.

An incident involving a disturbance and a shooting investigation on the evening of September 5 came to a head the following day, when members of the Portland Police Bureau (PPB) returned to SE Stark Street, and shut it down from SE 139th to 142nd Avenues. David Douglas High School was been placed on lockdown.
PPB East Precinct district officers were called to the area on September 6 at 1:17 p.m. because of a reported disturbance in the 14200 block of SE Stark Street – involving a man, a woman, and a tow truck driver, reported PPB Public Information Officer Sergeant Chris Burley.
Portland Police SERT officers are called in to the area.
“Officers recognized one of the men as the same suspect involved in a shooting at 9:07 p.m. the previous evening, at the same location,” Burley said.
Seeing the police converge on him, the suspect ran from the officers, and a foot pursuit took place.
On the back of their armored vehicle, SERT officers ride into the area to search the blocks where the suspect is thought to be.
“The suspect forced his way into an occupied apartment, but left once he was confronted by the resident,” Burley said.
Officers established a perimeter dragnet and, because the suspect was involved in a shooting the night prior and was likely to be armed, PPB command staff activated the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT).
With the aid of a Portland Police K9, the team heads out to search the area.
“SERT performed a neighborhood block search and located the suspect on the roof of a structure; he followed SERT officers’ commands, and was taken into custody,” reported Burley.
“The tow truck driver and woman involved in today’s disturbance are safe and uninjured,” added Burley. “Assault detectives will continue to investigate the incident.”

After he was taken into custody, 24-year-old Victor Salgado Almazan was booked into Multnomah County Detention Center (MCDC) at 5:57 p.m. that afternoon, on charges of robbery, assault, and two firearm possession counts.
After his arraignment, Almazan is being held at Inverness Jail in lieu of $270,000 bail.
