Emergency first responders were called to SE Foster Road, just east of SE 103rd Avenue at the Springwater Corridor Trail crossing, at about 6:00 p.m. on July 31, when an eastbound black Ford Focus SB struck an electric scooter rider..

Seeing the damage to the car, and the injured scooter driver, Portland Police Bureau East Precinct and Traffic Division had initially suspected that the impact was fatal.

The scooter rider is loaded into a waiting ambulance, soon to be taken to a local hospital.

Portland Fire & Rescue Powellhurst Station 29 Engine Company paramedics arrived four minutes after their dispatch, and found the crash victim to be alive – but with traumatic injuries – and transported the scooter rider to a local hospital for evaluation and medical care.

Two witnesses, who said they saw the crash, diverged in their views about what took place. “I’m sure the scooter had the crossing signal, and the car just hit him,” pedestrian “Georgie” told East Portland News.

The rider’s helmet and bag remain on the ground in front of the car, with the electric scooter still wedged under the front of the car.

A driver, who had been following behind the Ford, disagreed, saying that the traffic signal was green for the Ford, and it looked as if the scooter wobbled into the traffic land of the street, and, that the driver of the Ford quickly stopped.

The driver of the Ford stayed at the scene and cooperated with police. At this time, no citations have been issued, officials said; but the accident is still under investigation.
