It isn’t unusual to find a crowd of shoppers, looking for bargains at the Ross Dress for Less store at 9916 NE Halsey Street, in the Gateway Shopping Center.

On January 13, a 34-year-old woman told police she was browsing in the children’s section when she noticed a man crouch down, very close behind her.

The employee told the victim that he observed the suspect bend down behind the victim, with his cell phone in hand.

Police say they suspect this man of trying to take sneak snapshots up womens’ dresses. Store surveillance image

“She confronted the man, who then walked away from her,” said Portland Police Bureau (PPB) Public Information Officer Sgt. Pete Simpson.

What the employee revealed he’d observed about the sneaky shutterbug troubled both the woman – and police officers. “He said that it appeared that the suspect was attempting to take photos up the victim’s skirt,” Simpson said.

What’s that – which this suspected “up-skirt photographer” appears to have in his right hand?  Could it be a cell phone, or a camera? Store surveillance image

And, the creepy guy added further insult by again strolling up behind the woman, who this time was standing in the checkout line.  He was promptly invited to take himself, and his cell phone, out of the store.

“The suspect is described as an Hispanic male in his early 30s, 5’9″ tall, 160 pounds, black hair, brown eyes, wearing black dress pants, black dress shoes, and a black rain coat,” reported Simpson.

Here he is, crouching down – either looking for another victim, or trying to duck security. Store surveillance image

Anyone recognizing the surveillance image of the suspect is asked to provide information to CrimeTips@PortlandOregon. Reference the case #13-5036.
