Police gather in the Powellhurst-Gilbert neighborhood in outer East Portland to deal with a felon – with a gun – who was reluctant to surrender.

Neighbors who had retired for the evening were awakened by Portland Police Bureau (PPB) units surrounding a home in the 14100 block of SE Bush Street, just after midnight on July 1.
Arriving East Precinct officers learned that a man, armed with a firearm, was suicidal – and there were several children and a woman in the home.
Officers wait and watch, while other police encourage the man to let a woman, and her kids, leave the house.
At 12:15 a.m., officers loud-hailed the home and provided instruction for the occupants. “The female [then] exited the home; the male remained in the home with the children,” a PPB spokesperson said.
At that, command staff activated the Special Emergency Response Team and the Crisis Negotiation Team. “Shortly after, three children exited the house,” the police official said.
In case they’re needed, members of the PPB Special Emergency Response Team stand by.
“It seemed like it went on for quite a while, with the cops using a PA, telling the guy to come out and that everything would be okay,” neighbor Dale Beech told East Portland News the next day.
Finally, the man did leave the house, and was taken into custody.
As a result of this incident, 33 year-old Edgar Orlando Gutierrez faces two Felony and four Misdemeanor charges.
Investigators from the PPB Domestic Violence Reduction Unit arrested 33 year-old Edgar Orlando Gutierrez. He was booked into the Multnomah County Detention Center (MCDC) at 11:53 a.m. that morning, on four counts of Menacing (Domestic Violence), Felon in Possession of a Firearm, and Unlawful Use of a Weapon.
At his arraignment, Gutierrez learned he’d face all of the charges filed against him, and he’s currently lodged in MCDC in lieu of $35,000 combined bail.
