Officers arrive in the Hazelwood neighborhood in outer East Portland, when a woman is killed crossing NE Halsey Street, in the middle of the night.

“A neighbor said the woman was wandering in the street, but where she was going at 3 a.m. is a curious thing to me,” neighbor Beth Stanley told East Portland News the morning after a pedestrian was killed, in the wee hours of July 24, on NE Halsey Street.
At 2:51a.m., Portland Police Bureau (PPB) East Precinct officers were called to NE Halsey Street near 142nd Avenue after the report of a pedestrian struck by a vehicle, officials said.
Officers and medical personnel arrived and determined the pedestrian was deceased,” said a PPB spokesperson.

“Preliminary information suggests that the pedestrian, an adult female, was crossing the street when she was hit by a vehicle traveling eastbound on NE Halsey Street,” the spokesperson said. “The driver of the vehicle remained and cooperated with investigators; no arrests have been made at this time.”
On July 26, officials revealed that 22 year-old Jamie Saint-Louis was identified as the woman who died in the incident.
“Traffic Division Officers continue to look into this crash; and would like to hear from anyone who witnessed, or has information relating to, this crash – Officer David Enz can be reached at 503-823-2208,” the official said.
