Pedestrian killed in Russell, crossing Halsey St.

How this pedestrian came to be crossing this outer East Portland thoroughfare, apparently shambling through traffic mid-block, remains unclear …

In the Russell neighborhood, Portland Police Bureau Traffic Division investigators look into a pre-dawn fatal collision between a car and a pedestrian.

A man became the victim of an automobile vs. pedestrian collision, reported at 6:39 a.m. on December 27, 2019 at 6:39 a.m., bringing Portland Police Bureau (PPB) East Precinct officers to NE Halsey Street, about 200 feet east of NE 122nd Avenue.

Apparently, the pedestrian had been jaywalking across NE Halsey Street in the dark. According to information later released by Portland Police, the vehicle was traveling eastbound when it struck the pedestrian.

Portland Fire & Rescue paramedics responded to the scene; the impact took the life of the pedestrian; and, after confirming this, emergency first responders left the area. However, the PPB Major Crash Team continued to investigate the fatal crash with the street closed for several hours afterward.

“The adult male pedestrian involved in the collision with a vehicle has been pronounced deceased,” confirmed PPB Public Information Officer Lieutenant Tina Jones. “The involved driver remained at the scene and is cooperating with investigators.”

Just before 9:00 a.m., a flat-bed wrecker towed away the vehicle involved – a black, late-model Subaru sedan, with front end damage on the passenger side.

“It was hard to see, because it was so dark, but it looked like a guy was walking in the street, and not too steady when he got hit,” Daniel Commers said having seen the incident from the Starbucks on the corner.

At this time, officials have not released information indicating whither the driver will be cited or charged because of this fatal accident or not.
