Outer East Portland shootings wane; no gunshot homicides reported

In outer East Portland, Portland Police Bureau officers and specialty teams are sent to numerous incidents, all involving people with guns.

Hopefully, at long last, we’re starting a downward trend of shooting violence in our neighborhoods. We attribute this to the diligent work of Portland Police Bureau (PPB) officers, as well as their Focused Intervention Team (FIT) and Enhanced Community Safety Team (ECST).

Yes, there were still “Shooting-with Weapon” incidents, and 28 “Shots Fired” calls. But, when no one dies from gunshots, it’s a good thing. Here are some of the incidents covered this week:

Possibly armed suspect triggers Powellhurst-Gilbert SERT callout

Looking northward, SE 128th Avenue is blocked at Knight Street as police search for a suspect – likely with a gun – who ran into the Springwater Trail area.

On Sunday, May 15, at 3:20 p.m., a PPB East Precinct sergeant attempted to stop a car – knowing the driver to be a wanted suspect – near the intersection of SE 128th Avenue, Reedway Street, and the Springwater Corridor Trail.

The subject had no desire to be apprehended, and stepped on the gas and took off southbound on SE 128th Avenue, then turning east on Ramona Street.

You can just make out the back end of the suspect’s car, after he slid into a yard and got stuck there.

The fleeing person, now a wanted man, sped away a half-mile to S.E. 136th Avenue – negotiated a turn southward – and ended up stuck in the yard of a home.

From there, the suspect hopped out of the car and ran off. “Evidence recovered at the car led officers to believe that the subject may be armed,” PPB Public Information Officer Derek Carman reported at the scene.

All of these rigs parked on the street support officers with the PPB’s Special Emergency Reaction Team and the Crisis Negotiation Team.

With large yards, and many hiding places to be found along the Springwater Corridor Trail, the sergeant issued a callout of the Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT).

Officers set up a perimeter extending from SE 134th Avenue to 140th Avenue, and from Ramona Street to the Springwater Trail.

It wasn’t long until 25 officers, some of them with SERT and CNT, had arrived to join in searching for the suspect.

Because the PPB isn’t allowed to own or use aerial drones, officers with the Gresham Police Department arrived to lend “mutual assistance” by flying their drone over the search area.

As officers combed yards, apartment complexes, and fields, shadows lengthened and the sun began to set. Even the keen noses of three PPB K-9 dogs and their partners couldn’t sniff out the wanted man.

Officers are stationed around the perimeter of the search area, as the manhunt continues.

Finally, at about 8:30 p.m. it was over. “The search for the suspect who eluded police has concluded,” announced Carman. “The suspect was not located; this incident will be referred to investigators for follow up.”

A trio of false shooting calls
Officers were sent to investigate these shooting reports; and to each of them, emergency medical first-responders were also dispatched. However, like many “Shots Fired” calls, the sounds reported by residents turned out not to be shootings.

May 12 at 1:09 a.m. ~ Incident No. 22-125109
15200 NE Sandy Boulevard
PPB North Precinct officers were dispatched to a “Shooting-with Weapon” call at Village Garden Apartments complex in the Wilkes Community Group neighborhood. PPB reports: No shots fired; caller exhibiting mental health issues.

May 15 at 1:27 p.m. ~ Incident No. 22-128282
2400 Block of SE 135th Avenue
In this incident, PPB East Precinct officers were sent about a half block north of SE Division Street to look into this “Shooting-with Weapon” call in the Hazelwood neighborhood. PPB reports: A transient reported getting shot, but was not.

May 18 at 3:21 p.m. ~ Incident 22-131549
SE 81st Avenue at Oregon Street
Near the southwest corner of the Milepost 5 Studios and Apartments complex was the location of a “Shooting-with Weapon” for PPB East Precinct officers. PPB reports: Reportedly, two men were fighting, one “pistol whipped” another. It appears the gun accidently discharged during one of the strikes. It doesn’t appear as if anyone was hit by the bullet; it struck the building, where the bullet lodged in place. The person who was pistol whipped did not cooperate with police.

Additionally, not far from Outer East Portland, there were three additional shooting calls, also bringing medical providers:

CRIME STOPPERS ALERT:
November daytime shooting in Hazelwood

Officers investigate on SE 122nd Avenue near East Burnside Street, after a person on foot shot at a passing Ford Mustang.

This week, the Portland Police Bureau teamed up with Crime Stoppers of Oregon asking for help in solving a very public shooting late last year:

On November 2, 2021, at 2:26 p.m., in the area of 122nd Avenue and East Burnside Street, an unknown person fired multiple bullet rounds from a handgun at a black Ford Mustang being driven by a 40-year-old Portland man. The vehicle sustained damage from gunfire, but the driver was not injured.
The suspect was described as a Black male, 20 to 30 years old, wearing a dark puffy jacket, blue jeans, and black shoes with white soles.

This week, the number of “Shots Fired” calls logged – 28 of them – remains about the same as last week. At many of these calls, officers don’t find “evidence of shooting” at the location.
