Week #76 Shooting Report | Christmas Edition | Nasty weather has slowed shooting violence across the city, but doesn’t stop it. However, Homicide Detectives did track down and charge a suspect, after a shooting murder outside a bar this week …
It looks as if there’ll be no ‘Holiday Break’ for Portland Police Bureau officers from all the shootings, as the end of 2021 approaches.

While typical families are making last-minute preparations to celebrate the Holiday Season, criminals have been loading their guns – ready to shoot, and kill.
This week’s ‘SHOTS FIRED LOG’ again brings you these shooting reports.
December 19
Shooting death outside Mt. Scott-Arleta nightclub
A man is found dead, outside this night club in the Mt. Scott-Arleta neighborhood.
On the western border of the Lents neighborhood, you may recall a shooting months ago that took place at the Shimmers Gentlemen’s Club in the 8000 Block SE Foster Road, in the early hours of July 30. It ended with a man being wounded.
On December 19 Portland Police Bureau (PPB) East Precinct officers were dispatched to the same nightclub at 2:08 a.m., on a report of someone being shot outside the bar. This time they located an adult male victim who was deceased.
Officers secured the scene for members of the PPB Homicide Unit detectives to investigate. “They believe some witnesses may have left the scene without speaking to police,” a PPB spokesperson said at the time.
Homicide detectives Brian Sims and Tony Merrill began working the case, and turned up some leads.
Facing Felony Manslaughter charges in connection with this shooting death is 26-year-old Borissean Thomas Washington. MCDC booking photo
Later that same day, Homicide Unit detectives announced that they’d arrested a suspect in the deadly shooting: 26-year-old Borissean Thomas Washington of Portland. He was booked into the Multnomah County Detention Center (MCDC) 12:15 p.m. on charges of Manslaughter in the First Degree, Assault in the Second Degree, and Unlawful Use of a Weapon.
By the time he was arraigned, Washington learned the charge of Assault in the Second Degree, a Class B Felony with a bail amount of $250,000, had already been released. However, at this writing, Washington remains in custody at the MCDC in lieu of $255,000 combined bail on the other two charges.

Then, on December 22, PPB officials announced that the murder victim had been identified as 27-year-old Daquan Taeshawn James Turner, of Portland. The Oregon State Medical Examiner’s Officer determined his cause and manner of death to be “homicide by gunshot wound”.

Argument leads to afternoon gunfire in Hazelwood
After shots were reported near Lincoln Park, officers respond to investigate.
After neighbors called the 9-1-1 Center about a shooting near the western edge of Lincoln Park, PPB East Precinct officers were dispatched to SE Mill Street near 131st Avenue at 2:31 p.m. on December 20.
Due to the nature of the call, medical emergency first-responders were also sent to the scene.
PPB Public Information Officer Lt. Nathan Sheppard told East Portland News that it appeared that the shooting occurred during an argument between male acquaintances over money and property. “One of the men pulled out a gun which, at some point, went off.”
Officers close off neighborhood streets while they investigate a reported squabble which ended with a gunshot.
“Fortunately, no one was injured, and the paramedics were returned to service,” Lt. Sheppard added. “The suspect left the scene before police were called, and is not in custody; however, this case has been referred to PPB Enhanced Community Safety Team (ECST).”

Gunshot victim taken to Hazelwood hospital Emergency Department
Seeking care, after being shot, a victim checks in at this hospital’s Emergency Department.
After a person was taken to the doors of the Adventist Medical Center Emergency Department on December 22 at 7:23 p.m. – and hospital staff had alerted police, as they are required to do by law – PPB officers were dispatched to the hospital.
The wounded person, suffering from non-life-threatening injuries, had little to say to officers who arrived. Due to medical privacy laws, nothing else about this case has been revealed.
If can help solve this case, send a tip via email to crimetips@portlandoregon.gov, and reference Case No. 21-356040.
Other shooting deaths this week
While East Portland News focuses on just covering incidents that take place in outer East Portland, shooting deaths do take place all over Portland. To the families of the deceased, these murders are just as horrible as ones that may take place near your home or business.
Here are two such examples that caught our eye during this week …
December 18
Shooting death in Eliot neighborhood

Officers were dispatched to North Flint Avenue and North Hancock Street on December 18, at 3:29 p.m., to looking into a shooting. Oregon State Medical Examiner’s Office determined cause and manner of death of Joshua Aaron Byrd to be “homicide by gunshot wound”.
True, this incident’s location is 5.6 miles west of the western border of outer East Portland. But, for reference, the distance from south Powellhurst-Gilbert to the Parkrose neighborhood is about 6 miles.
December 21
Man shot to death in Goose Hollow
About 7 miles west of outer East Portland – about the distance from the Wilkes to the Lents neighborhood – 30-year-old DeAndrae D. Stephens is found shot to death. Family provided photo, via PPB.
Sometime after midnight on December 21 – 6.9 miles west of outer East Portland – 30-year-old DeAndrae D. Stephens was shot to death; police began their investigation at 12:55 a.m. that day. The Oregon State Medical Examiner’s Office determined his cause and manner of death to be “homicide by gunshot wound”.
Consider this: Does the location of these shooting murders make them any less tragic for those of us in East Portland?

Well, if cold weather and rain sometimes put a damper on shooting crimes, this coming week let’s see what freezing cold and snow do to hamper criminals’ actions.
A real decline in these gun-related crimes would certainly make it a Happy New Year in outer East Portland.
