Between SE 130th and 132nd Avenues in outer East Portland, SE Center Street is closed off – as police investigate a multiple stabbing, leading to the suspect being shot.

In an early-morning commotion, reportedly fomented by a man with a criminal past, in a “troubled” Powellhurst-Gilbert neighborhood residence, four people were stabbed on the morning of April 29, and the alleged knifeman was killed.
As Portland Police Bureau (PPB) officers pulled up to the house at 13136 SE Center Street, at 4:14 a.m., they found two stabbing victims outside of the residence, and learned two more victims were still inside with the suspect, later identified as 42 year-old Jeb Collin Brock.
These neighborhood streets remain closed while the investigation continues.
Three officers engaged the suspect inside the residence, investigators reported, and they found an adult female victim being held at knifepoint. In the same room was the woman’s 18-month-old infant.
“Officers were able to safely remove the baby, then address the suspect, before an officer-involved shooting occurred. ‘Less lethal’ munitions and lethal munitions were deployed,” explained a PPB spokesperson.
Brock was pronounced dead at the scene; ambulances took three males and one female to local hospitals for treatment of substantial injuries from stab wounds. The infant was unharmed, officials said.
The investigation into this pre-dawn incident goes on, into the day.
As detectives interviewed witnesses and gathered clues, neighbors watched.
“There’s been a lot of trouble in and around that house for quite a while,” neighbor Candice Brockman told East Portland News. “It seems like police are called here for all kinds of stuff.”
Asked if there had been numerous “calls for service” at the address – the PPB’s online CrimeMapper service was discontinued quite a while ago – PPB officials did not respond. However, according to public records, this address has been the source of numerous Housing Bureau complaints, dating back to 2002.

A public records search showed that one of Brock’s early arrests in the greater Portland area was in June of 2004, and more recently he was picked up in March of 2017 on a charge of felony parole violation.
And, for about five months, Brock was in the Washington County jail on a felony robbery and weapons charge, then a probation violation charge, but was released from custody just three days before this incident, on April 26 of this year.
A criminalist with the PPB Forensics Division continues to log evidence.
One of the males, and the female stabbing victim, were medically treated and released from the hospital. The two other adult males are reported to be in stable condition at area hospitals. The infant was cared for by family, and has since been re-united with the mother.
