With shootings in Powellhurst-Gilbert and Hazelwood – and more than two dozen “Shots Fired” calls – Portland Police Officers remained busy in outer East Portland this week.

After 69 straight weeks of shootings in outer East Portland – many of them deadly – at long last, the Portland Commissioner of Police, Mayor Ted Wheeler, may succeed in hiring more Portland Police Bureau (PPB) officers.

Mayor Wheeler rolls out his latest police plan
In an online talk on November 3, Mayor Ted Wheeler speaks about shuffling duties in the Portland Police Bureau and investing more in public safety.
Calling this year “…the deadliest era of modern times for the City of Portland,” in his online press conference, this week, Mayor Wheeler said he wants to hire – in the long term – as many as 300 more public safety workers: 200 actual PPB officers, along with 100 unarmed “Community Safety Specialists”. Wheeler’s proposed city budget includes funds to rehire 25 retired police officers this year, and next. The Police Commissioner’s budget reportedly also includes $400,000 to hire an “independent consultant” to review crowd control procedures within the PPB.
The Portland City Council held a “work session” on the budget on Thursday afternoon, November 4, and is expected to hold more talks on November 10 at 9:30 a.m., before voting on the City’s “Fall Budget Adjustment” later in the month.

Bullets blast into Powellhurst-Gilbert bedroom, strike sleeping victim
After a man was shot while sleeping in his bed, officers arrive to investigate.
A Powellhurst-Gilbert resident is lucky to be alive, after bullets – shot from as far as a block away – wounded him while sleeping in bed. He is not believed to have been an intended target.
In the wee hours of October 30, PPB East Precinct officers were dispatched to a shooting call just off SE Powell Boulevard, a bit west of SE 132nd Avenue.
“Officers found a victim with a minor wound to the shoulder,” a PPB spokesperson acknowledged. “The victim, an adult male, had been sleeping in his bed when bullets pierced his wall, went through his headboard, and grazed his skin.

“It was clear that if the bullet had been a slightly different trajectory, he could have suffered a life-threatening injury,” the Police Bureau official added. “The bullet slug was recovered from the victim’s pillow.”
Paramedics evaluated the man’s injuries, who treated his wound at the scene, and didn’t find it necessary to take him to a local hospital.

Members of the PPB Enhanced Community Safety Team (ECST) investigated the shooting. They determined that the shots were fired from a vehicle or vehicles on SE Powell Boulevard at 132nd Avenue – with the bullets traveling a full block before striking the house of the victim.

Suspect shoots into car, at Hazelwood MAX stop
Six officers respond to this call; one of them stayed at the scene to investigate – the others tried to locate the shooter.
Gunshots in the Hazelwood neighborhood, sent PPB East Precinct officers to East Burnside Street, just west of 122nd Avenue Tuesday, November 2nd.
“Officers responded to the intersection on reports of a shooting,” PPB Public Information Officer Lt. Nathan Sheppard confirmed to East Portland News. “Several witnesses reported seeing an unknown individual walk up to an occupied car, then shoot several rounds inside. The vehicle sped away from the scene.”
Officers were able to find the shot-into vehicle; but the driver denied that anyone was wounded in his car.

Weekly ‘Shots Fired’ Log
Day or night, in good weather and bad, officers investigate reports of shootings across outer East Portland.
This week’s Shots Fired Log – that is, reports of gunshots to which officers responded – decreased to only 38 incidents this week. Our part of town was fortunate; in areas west of outer East Portland, there were too many “Shots Fired” calls to enumerate.
“It seems that rain and bad weather tends to ‘dampen’ shootings,” quipped a PPB sergeant to East Portland News at one of this week’s incidents. At a “Shots Fired” call, officers may, or may not, find evidence of any shooting at that location.
