NE 146th Avenue, just south of East Burnside Street, is blocked off by Portland Police Bureau officers, as a homicide in an apartment unit gets underway.

Thankfully, it’s been seven weeks since our last “Shooting Report”. But this week’s shooting story is truly tragic, in many ways.
November 9 – 2:06 a.m.
Woman dead after Hazelwood apartment shooting
Looking south, the street is filled with police vehicles, as a murder investigation gets underway.
In the wee hours of Saturday, November 9, Portland Police Bureau (PPB) East Precinct officers were dispatched at 2:06 a.m. for a “Shooing-with-Weapon” call. They were not going to a street-side gun battle, but instead, to the Vine Maple Apartments complex on NE 146th Avenue, just south of East Burnside Street.

Arriving officers located a woman dead at the scene, later identified as 40-year-old Angel Geib. Additionally, officers found an injured man, who was taken to the Oregon Health and Science University Hospital (OHSU) Emergency Department with non-life-threatening injuries.
SE 146th Avenue was closed between East Burnside Street and Everett Street as the PPB’s Homicide Unit investigated, using the Bureau’s brand new Mobile Command Unit parked in the street as their headquarters.

As the sun rises that morning, investigators are still at work at the crime scene.
Suspect escapes custody at hospital
As the investigation was underway, and the injured man, identified later that day as 33-year-old Michael Cody English of Portland, was undergoing treatment at OHSU. At about 9:45 a.m., he was permitted to change clothes in private, but took advantage of the situation and fled the room.
PPB launched an immediate search, and brought in resources including its Air Support Unit, its drone unit, and a K9 unit. OHSU Police and VA Hospital Police also partnered on the search to locate English. Shortly before 11 a.m., VA Police located and arrested English, and he was transferred back to PPB officers.
This officer carries another bag of evidence to be logged into the system.
After being interviewed by Homicide Detectives, English was arrested, and then booked into the Multnomah County Detention Center (MCDC) at 5:28 p.m. on charges of Manslaughter in the First Degree, and Felon in Possession of a Firearm.
Gun just ‘went off’, court papers say
At English’s arraignment, a court affidavit PPB Homicide Investigators stated that Geib was in a bathroom with English – a convicted felon – when, according to English, his gun “went off” while he was “cleaning it”.
The court papers went on to declare that the bullet hit English’s hand before striking Geib’s head, killing her; and, that the Medical Examiner determined Geib died of homicide by gunshot wound.
Further, PPB officers documented that English left the scene of the crime before calling 911 – and that he did, indeed, later tried to flee the hospital.
Currently, English is being held, without bail, in the MCDC.

November 9 – 4:36 a.m.
Suspect nabbed after overnight armed robbery spree
Officers track down a serial armed robber, working his way across outer East Portland.
This string if incidents began early on Saturday, November 9, when PPB East Precinct officers were dispatched to a “Robbery-with-Weapon” report at 4:36 a.m. in the Powellhurst-Gilbert neighborhood, near SE 134th Avenue and Powell Boulevard.
The arriving officer learned that the victim had been asleep in his car when he was robbed by a suspect at gunpoint. He was not injured (Case No. 24-287597).
At 5:12 a.m., In the Hazelwood neighborhood, a different officer responded to a pedestrian robbery at gunpoint along SE 109th Avenue, north of Stark Street – and again, with no injuries reported (Case No. 24-287607).
Then at 5:24 a.m., a third robbery report – this one in the Madison South neighborhood – was again of a pedestrian, at NE Schuyler Street and 92nd Avenue, with fortunately, no injuries reported (Case No. 24-287612).
With a good description of the armed robbery suspect broadcast to all officers on duty, shortly after the last stick-up an East Precinct officer patrolling the Gateway District spotted the suspect’s vehicle in the area of NE 102nd Avenue and Halsey Street.

The officer attempted to stop the suspect but he eluded, and the officer pursued him. At SE 148th Avenue at Main Street, an officer used a pursuit intervention technique to stop the suspect’s vehicle.
The suspect jumped out and ran, but was stopped by pursuing officers within about a block and arrested. Following the execution of a search warrant, PPB Major Crimes Unit detectives located and seized a handgun.

Officers arrested 19-year-old Portlander Marshall J. Hansen, and booked him into the Multnomah County Detention Center at 11:05 a.m. that morning on charges of Robbery in the First Degree (3 counts), Robbery in the Second Degree (3 counts), and Attempt to Elude Police by Vehicle.
At his arraignment, Hansen learned that his alleged armed robbery spree netted him 12 Felony charges, as well as one Misdemeanor charge – and he is currently being held in the MCDC without bail.
