Man shot in Powellhurst-Gilbert dies in hospital

Here’s what’s known about his unusual outer East Portland shooting incident, now investigated as a murder case  …

After residents of the Court Louise Apartments, at 13059 SE Powell Boulevard, told 9-1-1 Center that they’d heard a vehicle backfiring – or maybe gunshots – before dawn on November 19, Portland Police Bureau (PPB) East Precinct officers were dispatched to the area at 5:51 a.m.

What police later learned was that neighbors had, indeed, heard gunfire. After being shot in the far end the parking lot at the apartment complex, Gresham resident 41-year-old Dominique S. Eivers staggered toward the street, and eastwardf toward SE 131st Avenue.

After sunrise, many police units are on scene, including the PPB Mobile Precinct.

“Based on preliminary information, Eivers flagged down a passerby along SE Powell Boulevard, who drove the injured man to an area hospital for treatment of his injury,” said PPB Public Information Officer Sgt. Chris Burley.

As several officers talked with residents, others canvassed the area and found blood on the ground in that north parking lot.

When this man, 41-year-old Dominique S. Eivers, is reported dead from gunshot wounds after having arrived at the hospital, the incident turns into a murder investigation.

“As the investigation continued, officers learned that an injured man had arrived at a Portland hospital by private vehicle with a serious life-threatening injury; and, that the injured man had died at the hospital,” Burley reported.

This development brought out PPB Detective Division’s Homicide Detail investigators to the scene, plus criminalists from their Forensic Evidence Division, a member of the Oregon State Medical Examiner’s Office, and a deputy district attorney from the Multnomah County District Attorney’s Office.

It’s unclear how detectives found and arrested the suspect in this case, but 38-year-old Nathan Wayne Moore was booked into the Multnomah County Detention Center (MCDC) at 9:02 p.m. on charges of Murder and Unlawful Use of a Weapon in the incident.

The following day, the Oregon State Medical Examiner’s Office determined that Eivers had indeed died from homicidal violence as a result of a gunshot injury.

Charged with murder, 38-year-old Nathan Wayne Moore is held without bound.

At his arraignment on November 20, Moore learned that he’d be held without bail at on the charge of Murder, a Class A Felony; and was assigned a combined bail of $10,000 on the weapons charge and a Driving Under the Influence of Intoxicants charge.
