Here’s what happened after an East Precinct officer heard rapid gunfire in the Gateway District, as he was leaving headquarters in outer East Portland …
Just inside the strip mall along SE 103rd Avenue and Washington Street, officers responded to reports of gunshots in that area of the Hazelwood neighborhood.

On Monday evening, October 28, Portland Police Bureau (PPB) East Precinct officers, with the help of an alert community member, interrupted an unfolding domestic violence situation – including a shooting – before it escalated further.
At 8:59 p.m., PPB K9 [police dog team] Officer Benjamin Davidson was leaving East Precinct when he heard what he believed to be a large number of gunshots in rapid succession, nearby.
Officers swarm the area, first providing “cover”, and then investigating this shooting.
After requesting “backup” from additional officers, Davidson began searching the area where he believed the gunfire had originated. He didn’t have to go far; he located spent bullet casings, and a silver Subaru that had been struck by at least seven bullets, on SE Washington Street, near 103rd Avenue.

“As other officers pulled up, an alert bystander covertly motioned toward a man and woman who were walking away,” a PPB official told reporters. “The couple were detained and detectives with the Special Victims Unit responded to the scene.”
Law enforcement agencies are currently forbidden to provide booking photos taken after a suspect is arrested, under Oregon State law, prior to conviction, with few exceptions. After an initial investigation, 27-year-old Tyler Blair Archibald, was arrested and booked into the Multnomah County Detention Center on October 29 at 1:31 a.m. on charges of Unlawful Use of a Weapon and Reckless Endangering, both with a “Domestic Violence (DC) modifier”.
At his arraignment, Archibald’s Reckless Endangering DV charge was “dismissed” by the court. The Unlawful Use of a Weapon DV charge remained with bail not set. However, Archibald is currently lodged at Inverness Jail on a “County Hold” with bail set at $10,000.
