Across outer East Portland, law enforcement officers continue to be called to investigate shooting incidents.
Story and photos by David F. Ashton
First, the bad news:
Just across the eastern boundary line of the City of Portland, a man was shot and killed at a Gresham park. And, armed ruffians held up a restaurant/lounge in the Powellhurst-Gilbert neighborhood.
Then some good news:
Officers took a stash of guns, and fake narcotics, off our streets, in Lents.
Gresham Police investigate shooting murder of 24-year-old man
On the evening of November 28 Gresham Police Department officers investigate a shooting at a city park, near the eastern border of Portland.
Our neighbors who live in the Wilkes, Glenfair, and Centennial neighborhoods are keenly aware that there is no boundary, magical or otherwise, that keeps violent criminals with guns from committing shooting mayhem on our streets.
Because the dividing line between Portland’s and Gresham’s city limits meanders north and south from roughly at SE 162nd Avenue in some areas, to 172nd Avenue in others, even residents are unclear about in which city they are driving.
On November 28, officers from the Gresham Police Department (GPD) were dispatched at 8:43 p.m. for a “Shooting-with Weapon” in Pat Pfeifer Park, at 424 NE 172nd Avenue, just east of the Wilkes Community Group neighborhood.

“Medical personnel and officers arrived, finding a man suffering from a gunshot wound,” a GPD spokesperson said. That man, later identified as 24-year-old Jose Juan Santos-Elias of Portland, later died from his injury.
The East County Major Crimes Team was called in to lead the investigation. Later, officials revealed that the Medical Examiner’s office determined Santos-Elias died as a result of being shot, and ruled the death a homicide.
No arrests have been made in this case; detectives continue to investigate the circumstances of the shooting, and are asking for any additional witnesses to please call the Gresham Police tip line at 503-618-2719.
Suspected armed robbers arrested in Powellhurst-Gilbert
Early on November 28th the usual calm conviviality of a longtime restaurant and lounge in the Powellhurst-Gilbert neighborhood was shattered, when gunmen arrived to rob it, early Sunday morning.
Near closing time on November 28 patrons of The Daily Planet – on SE Powell Boulevard, just east of SE 112th Avenue – said they were shocked when two men rushed in brandishing guns, and robbed their neighborhood restaurant and bar.
Some of the Portland Police Bureau (PPB) East Precinct officers, who were dispatched at 1:17 a.m., went inside, while others waited for a radio call describing the getaway vehicle.
After closing off neighborhood streets, officers chase down, on foot, fleeing armed robbery suspects.
A PPB official said that officers located, and then pursued, a vehicle matching the descriptions given by witnesses. The suspects ditched the vehicle and ran off, but officers swiftly took both of them into custody.
In addition to nabbing the two suspects, officers also found a gun that matched the description of the weapon that witnesses said was used during the robbery.
Accused in this armed robbery, and facing multiple Felony charges, is 47-year-old Jeramy Lee Thomas. MCDC booking photo
Officers arrested 47-year-old Jeramy Lee Thomas and booked him into the Multnomah County detention Center (MCDC) at 5:32 a.m. that morning on charges of Robbery in the First Degree, Felon in Possession of a Firearm, Reckless Driving, and Attempt to Elude by a Vehicle –plus an unrelated warrant.
At his arraignment later that day, Thomas learned he’d also face an additional charge of Robbery in the Second Degree, in addition to the others; however, the judged dropped the Reckless Driving charge. Nonetheless, Thomas remains lodged in MCDC in lieu of $587,500 combined bail.
Also charged with armed robbery, and facing multiple Felony charges as well, is 22-year-old Jordan Ray McClure. MCDC booking photo
His alleged partner in crime, 22-year-old Jordan Ray McClure, was booked into the MCDC at 5:52 a.m. that morning on charges of Robbery in the First Degree, Felon in Possession of a Firearm, as well as an unrelated warrant.
At his arraignment McClure also learned he’d picked up the additional charge of Robbery in the Second Degree, in addition to the other charges. McClure also is still in jail at the MCDC in lieu of $512,500 combined bail.

Bust in Lents yields guns, (fake) drugs
An officer takes cover, while others approach a car in which guns are seen.
On November 27, PPB East Precinct night shift officers contacted a person in a suspicious vehicle in the parking lot of the Del Rancho Motel, on SE 82nd Avenue of Roses, just south of SE Flavel street, on the western edge of the Lents neighborhood.
“The officers immediately saw items; specifically, guns, in the vehicle and detained the sole occupant,” PPB Public Information Officer Sergeant Kevin Allen told East Portland News.

These pills look like OxyContin, officials say, but they are likely bogus.
“The subject had a loaded pistol in his waistband,” he continued. “In the vehicle was another pistol, a rifle, two silencers, numerous gun magazines, ammo, and a couple hundred tablets; suspected-to-be-fake OxyContin pills.”
Although this man will have to answer for weapons charges, 31-year-old Jared Colton Davidson wasn’t booked on drug distribution charges; the pills he had were phony. MCDC booking photo
Although the subject, 31-year-old Jared Colton Davidson, is not a convicted felon, he was booked into the MCDC that morning at 2:08 a.m. on two counts of Unlawful possession weapon (silencer) requiring federal registration; Unlawful possession of firearms; and, Unlawful possession of loaded firearm in public.
Although charged with two Felony counts and Misdemeanors, Davidson was released, without bail, on November 29. Release Reason: Court Ordered Release.
December 1:
3 ‘Shots Fired’ calls dispatched in one hour
On one night along PPB staff, including this sergeant, are dispatched to multiple “Shots Fired” calls.
On December 1, both PPB North and East Precinct, officers were sent to calls, one after another.
Parkrose – The first two calls, the evening of December 1st, were in Parkrose. Dispatched at 8:18 p.m. to NE Shaver Street at NE 109th Avenue, officers didn’t find any evidence of shots being fired.
Parkrose – Then, at 8:49 p.m. other officers were sent to the area of NE Sandy Boulevard near 119th Avenue to look into a “Shots Fired” call at the Value Inn motel.
“One bullet went into the living room window of the ‘manager’s apartment’, connected to the motel at that location,” PPB Public Information Officer Lt. Nathan Sheppard said. “The apartment was occupied at the time. The bullet pierced a window and a wall,” he told East Portland News.
This shooting remains under investigation. If you can provide investigators with a tip, email information to crimetips@portlandoregon.gov; and reference Case No. 21-336019.
Powellhurst-Gilbert – at 9:14 p.m. East Precinct officers were dispatched the area of SE 125th Avenue and Taggart Street on a “Shot Fired” call.
“This was a possibly-related vehicle that was stopped,” Lt. Sheppard informed. “No one was arrested for this shooting, shooting, but investigators are following up,” he added.
