IRCO vandal arrested, then released same day

When someone placed a neo-Nazi propaganda sticker on the fence of the Immigrant and Refugee Community Organization (IRCO) property in the early morning hours of April 24, an IRCO representative called the 9-1-1 Center to report it.

Portland Police Bureau (PPB) East Precinct officers arrived to take a report on the crime at IRCO, located at 10301 NE Glisan Street.

On April 29, after reviewing surveillance video given to police which showed a suspect and an associated vehicle, PPB Criminal Intelligence Unit investigators began a follow-up on the case.

Although it took until late May to do so, investigators developed a “person of interest” who they believed was a responsible: 35-year-old Jarl Judson Rockhill of West Linn.

The PPB investigators applied for and received a search warrant and an arrest warrant for Rockhill on May 25.

That same day, with arrest warrant in hand, Clackamas County Sheriff’s Office (CCSO) deputies arrested Rockhill during a traffic stop.

After the arrest, a search warrant was served on his vehicle and at his home by members of the CCSO Special Weapons and Tactics Team and PPB investigators. Evidence linking Rockhill to the crime was seized during the search warrant service.

Numerous rifles, handguns, and related items were “taken for safekeeping” because they were not specifically linked to the criminal investigation.

Rockhill was booked into the Clackamas County Jail on the arrest warrant for Bias Crime in the Second Degree. Latr on May 25, he was booked into the Multnomah County Detention Center at 6:44 p.m. with additional charges of Bias Crime in the First Degree and Criminal Mischief in the Third Degree in Multnomah County.

At his arraignment, Rockhill learned that his charges in Multnomah County had been reduced to one count of Criminal Mischief in the Third Degree and Intimidation in the Second Degree. Then, on the evening of May 25, Rockhill was released by a judge, without being required to post bail. Release Reason: Released on Own Recognizance.

This remains an open investigation, and anyone with information about Rockhill is asked to send it to CrimeTips@PortlandOregon.gov. The information will be forwarded to investigators.
