As the elected officials of the City of Portland prepare to enjoy their Holiday Season, shootings, and gunshot murders continue to strip outer East Portland neighbors of their peace.

First, this week’s shooting stories; then, on to the “Shots Fired Log” for East Portland.

Man injured in shooting during standoff at Lents Park

Two PPB SERT armored vehicles immobilized a smashed-up car, with a reportedly-armed man inside who refused to come out. It was on SE Holgate Boulevard at 88th Avenue.

On Saturday night, December 11, after hours of negation, a man – believed to be armed – was taken into custody near Lents Park, and then was sent to a local hospital for treatment of injuries.

At 7:51 p.m. that evening, Portland Police Bureau (PPB) East Precinct officers signaled for a vehicle to stop in the area of SE 92nd Avenue and Schiller Street – near the southern vehicle entrance of Walker Stadium at Lents Park.

Instead of complying, the driver sped away, trying to elude officers. Now a suspect, the male driver turned west on SE Holgate Boulevard, but he didn’t get far.

Standing near the SERT/CNT Command Center, officers plan how to best resolve the situation.

“A ‘vehicle intervention technique’ was used on the vehicle, causing it to crash at SE Holgate Boulevard and 88th Avenue,” PPB Public Information Officer Sergeant Kevin Allen told reporters after the incident was over.

“At some point during the incident, shots were fired. Officers began negotiating with the suspect, attempting to convince him to surrender,” Sgt. Allen continued.

Because the man was reportedly armed, the PPB’s Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) arrived, for what Sgt. Allen referred to as “an officer involved shooting”.

After about two hours of negotiation, the man in the car gave up. Immediately after he was taken into custody, the subject was rushed off by ambulance to a local hospital, for evaluation and treatment.

Officers confirm that inside this ambulance, heading away to a hospital, is the suspect involved in the incident.

On Wednesday, December 15, the person who – until his formal booking – was referred to simply as an “adult male”, was released from the hospital.

That subject was then identified as 39-year-old Joshua William Degerness of Portland, and he was booked into the Multnomah County Detention Center (MCDC) at 6:45 p.m. that evening, on five (5) Felony charges: Attempted Murder in the Second Degree, Attempted Assault in the First Degree, Unlawful Use of a Weapon, Felon in Possession of a Firearm, and Attempt to Elude (vehicle).

At his arraignment, Degerness learned that he’d been assigned an additional Felony charge of Parole Violation. The combined bail for Degerness was set at $285,000; he remains behind bars downtown at the MCDC.

The case is still under investigation. If you have information about this incident, please contact Detective Mike Jones by email at Michael.Jones@portlandoregon.gov; or, Detective Travis Law, Travis.Law@portlandoregon.gov – or call 503-823-0395. A Case Number has not been provided.

Man dies in Hazelwood Shooting

Just east of the Menlo Park TriMet Park-and-Ride lot along East Burnside Street, officers close off the road after discovering a man shot dead.

An evening after the first incident, above, on December 12, East Precinct officers were dispatched at 6:40 p.m. on a shooting in the 12400 block of East Burnside Street.

Arriving officers found a dead man, and cordoned off the crime scene. PPB Homicide Division detectives arrived to take over the investigation.

Although the investigation closed eastbound East Burnside from SE 122nd to 124th Avenues, the nearby TriMet MAX line service was not interrupted.

On December 15, officials revealed that the victim of the murder was 18-year-old Christian Z. McNeill. The Oregon State Medical Examiner’s Office conducted an autopsy, and determined McNeill died from a gunshot wound and ruled his death a homicide. This death pushed Portland’s number of homicides to 82 for 2021.

This case is still under investigation. If you have information about it – it’s Case No. 21-346730 – you are asked to please contact Detective Jennifer Hertzler at jennifer.hertzler@portlandoregon.gov or (503)823-1040; or, Detective Joe Corona at joseph.corona@portlandoregon.gov, at (503)823-0508.

Hospital treats ‘walk-in’ shooting victim

A person with a gunshot wound arrived here, at the Emergency Department of Adventist Medical Center, by private vehicle.

Late on December 10, a person with at least one gunshot wound sought treatment in the Adventist Medical Center Emergency Department. After being alerted by staff – as required by law – PPB East Precinct officers were dispatched to look into the apparent shooting at 4:23 p.m.

The victim was said to be suffering from non-life-threatening injuries; but declined to provide officers with any helpful information. In fact, it is still unknown where the shooting occurred. If you know more, send a tip via email to crimetips@portlandoregon.gov, and reference Case No. 21-344242.

Will the steady rhythm of shots across East Portland pause – at least for Christmas?

We’re always hopeful that shootings will cease completely; but, we’d be satisfied with just a week’s pause. Check back next week to see what’s transpired in your outer East Portland neighborhood.
