Again, and again, specially trained Portland Police Bureau officers stop people illegally carrying guns, and respond to shooting calls across outer East Portland.

In a single shift, officers assigned to the Portland Police Bureau (PPB) Focused Intervention Team (FIT) seized two guns – resulting in two arrests – in addition to responding to multiple shootings. A third gun was seized by East Precinct patrol officers
As East Portland News readers know, when the “FIT” officers first rolled out on January 19, they were tasked with being a visible presence and deterrence to gun violence. We were there, covering it – CLICK HERE to read this story and see the video.
Here’s what they were doing on just one day this week – on December 28:
5:20 p.m. – Man arrested with gun in Parkrose
FIT officers conducted a traffic stop near NE 102nd Avenue and Sandy Boulevard involving a Kia Forte with no license plates. During the course of the stop, officers noticed the passenger was armed with a handgun. Officers recovered a loaded Glock 17 9mm handgun, one standard size magazine, and one extended magazine (see photo).

28-year-old Cecil Contril Barber of Gresham was booked into the Multnomah County Detention Center (MCDC) at 6:02 p.m. that evening on charges of Unlawful Possession of a Firearm, and Possessing a Loaded Firearm in Public (City Code). Barber was released that same evening, paying no bail. Release Reason: Pre Trial Supervision. This is PPB Case No. 22-343080.
6:50 p.m. – Man arrested on gun charges
Conducting a traffic stop near SE 92nd Avenue and Stark Street on a Mercedes Benz with expired license plates, FIT officers learned that the driver was unlicensed and uninsured. Officers towed the car; and, during a mandatory inventory of the car prior to it being towed, they discovered a loaded Glock 17 9mm handgun under the passenger seat.

25-year-old Devante Levell Jackson of Portland was booked into MCDC at 7:37 p.m. on charges of Felon in Possession of a Firearm (a Class C Felony) and Misdemeanor charges of Unlawful Possession of a Firearm, and Possessing a Loaded Firearm in Public (City Code). A judge dismissed the Felony firearms charge. However, Jackson remains in MCDC, even though it appears as if a judged released his bail, on an additional Class B Felony charge of Manufacturing/Delivery of a Controlled Substance. This is PPB Case No. 22-343138.
Guns, and shootings
FIT officers go to investigate shootings, mostly in outer East Portland.
In addition to conducting the focused patrols that resulted in the seizure of two crime guns, FIT officers were also dispatched to three injury shootings. Three men were wounded, but their injuries are not believed to be life-threatening. FIT officers assisted with crime scene coverage, identified items of evidence, and interviewed witnesses and victims.
6:41p.m. – Walk-in Shooting
FIT officers responded to a hospital in the 400 Block of NE Mother Joseph Place in Vancouver, Washington, on the report of a patient who had walked in with a gunshot wound, and told the medical staff that he had been shot in East Portland, before driving himself across the Columbia River to the hospital for treatment. Officers were unable to immediately locate any crime scene or suspects in East Portland, but the investigation is continuing. This is Case No. 22-343149.
7:44p.m. – Camper shoots self in foot, in Russell
In the Russell neighborhood, both East Precinct and FIT officers were dispatched to the “encampment near NE 122nd Avenue and Siskiyou Street on a ‘Shooting-with-Weapon’ call. Officers found an adult male victim in an RV with a gunshot wound to his foot; the officers applied trauma first aid before paramedics arrived and took him to the hospital.”

After an investigation, officers determined that he had shot himself in the foot. 39-year-old Allen M. Tanner was criminally cited by an East Precinct officer for the city code crime of Discharging a Firearm in the City. A .223/5.56 caliber AR-15 Bushmaster rifle was seized as evidence. This is Case No. 22-343206.
8:10p.m. – Shooting in North Portland wounds one
North Precinct and FIT officers were sent to Eliot neighborhood along NE Stanton Street, across the street from Dawson Park, on another “Shooting-with-Weapon” dispatch. However, the male shooting victim had managed to walk one block west to Legacy Emanuel Medical Center, and was admitted with non-life-threatening injuries. No immediate arrests were made. Case No. 22-343220.
Grim shooting statistics
The preliminary tally is that PPB members have recorded 1,292 confirmed shootings this year to date, and 391 people have been hurt by gunfire. Of the 95 homicides in Portland this year, 77 have been due to shooting incidents.
