Drugs and guns seized in Powellhurst-Gilbert ‘warrant arrest’

Take a look at the weapons and drugs confiscated in this outer East Portland encounter, by alert NRT cops …

In the Powellhurst-Gilbert neighborhood, members of the Portland Police Bureau East Precinct “Neighborhood Response Team” come across a wanted felon, which leads them to another wanted felon.

Through the rules they implemented for Portland Police Bureau (PPB) officers, and the elimination of the Gun Violence Reduction Team, the City of Portland’s elected officials have made getting illegally-held guns off the street pretty difficult.

But, at least so far, Portland’s Commissioner of Police, Mayor Ted Wheeler, hasn’t ruled out stopping known criminals – who have outstanding warrants.

On September 21, alert members of the PPB East Precinct East Precinct Neighborhood Response Team (NRT) saw a man they knew had a warrant, and attempted to stop him for a chat.

Instead of talking, the man – identified as 29-year-old Larry Yanez Rubio – took off running. But, after a short chase, he gave himself up.

It didn’t take long for officers to understand why Rubio, a convicted felon, had tried to evade contact; he had two firearms, 28.8 grams of heroin, 5.6 grams of methamphetamine, and 7 Oxycodone pills in his possession.

Rubio was booked into the Multnomah County Detention Center (MCDC) that evening at 8:41 p.m. on his warrant, and the following charges:

  • Felon in Possession (handgun) and Unlawful Possession of a Loaded Firearm;
  • Possession/Distribution of a Controlled Substance (Heroin);
  • Possession of a Controlled Substance (Hydrocodone);
  • Possession of a Controlled Substance (Methamphetamine);
  • Escape III;
  • Attempt to Elude;
  • Interfering with a Police Officer; and,
  • Outstanding Warrant

 

At his arraignment, Rubio learned that his combined bail would be set at $97,500 – although a judge might yet decide to “release” some of his charges. However, at this writing, Rubio remains in custody at MCDC in lieu of bail; and on the no-bail warrant for Parole Violation.

But, there’s more!

The NRT officers’ contact with Rubio led to a further investigation, which resulted in officers contacting 28-year-old Leonel Olvera-Hernandez, who also had a warrant for his arrest.

And, being a convicted felon, Olvera-Hernandez also illegally had a firearm in his possession. He was booked into the MCDC at 2:21 p.m. on his warrant, and also was charged with Felon in Possession of a Firearm.

At his arraignment, the judge “released” the Felon in Possession of a Firearm charge for reasons not known; however, Olvera-Hernandez currently remains in custody due to his no-bail Parole Violation warrant.
