Tragic, isn’t it? Doesn’t it seem tragic when a “good week” in outer East Portland is one in which no persons are fatally wounded, during the ongoing shooting incidents?
Among the numerous “SHOTS FIRED” calls Portland Police Bureau (PPB) officers investigated this week, two actual shootings stand out: A daytime shootout in Hazelwood; and a nighttime barrage of bullets in a Powellhurst-Gilbert “drive-by” shooting.
April 19
Man accused of shooting up Hazelwood neighborhood arrested; then released
In the Hazelwood neighborhood, on an otherwise pleasant afternoon, gunmen shoot – leaving spent bullet shell casings at the scene – each of which is marked with a yellow tag.
A daytime drive-by shooting on Friday afternoon, April 19th, in the Hazelwood neighborhood – near the intersection of NE Everett Street and 109th Avenue – alarmed nearby residents.
“This has been such a good place to live for so many years,” a neighbor told East Portland News as she held her face in her hands in dismay.
“Families go out for strolls; look – there’s a dad and kid walking their dog right now,” she added, pointing them out, a block away. The homeowner also told us that a person had been taken from the scene by ambulance.
An officer documents the used bullet shell casing under Marker #1.
PPB North Precinct officers who had been dispatched to a “Disturbance-with-Weapon” incident 1:27 p.m. found plenty evidence there. In the southwest corner of the intersection there was a field of yellow evidence markers on a lawn, each showing the location of a spent bullet shell casing.
A block away, officers talk with witnesses to this shooting.
While several of the 15 officers dispatched to the area guarded and documented the crime scene, others were a block east, with a stopped vehicle on NE 110th Avenue, just south of NE Everett Street.

“Officers responded to reports of a shooting, and determined that two people had exchanged gunfire,” PPB Public Information Manager Mike Benner told East Portland News afterward.
Officers find evidence of a shooting scattered around the crime scene.
“One person was shot in the arm, and suffered non-life-threatening injuries; and, one person was arrested,” Benner reported.
Officers arrested 24-year-old Miguel Martinez-Rodriguez, who was booked into the Multnomah County Detention Center (MCDC) at 10:30 p.m. the same evening, on multiple charges – including four Felonies.
At his arraignment the following morning, Martinez-Rodriguez learned he’d face the Class A Felony charge of Attempted Murder in the Second Degree; the Class B Felony charge of Assault in the Second Degree; two Class C Felonies including Assault in the Fourth Degree/Domestic Violence, and Unlawful Use of a Weapon.
He was also charged with nine Misdemeanor counts of Discharging a Firearm in the City.
Apparently, the bail amount set by the judge was amenable to Martinez-Rodriguez; after posting that bond on April 22, he was released from the MCDC back into outer East Portland.
Officers continue to gather evidence at the scene of this daytime shootout.

April 21
Car smashes and bullets litter a Powellhurst-Gilbert intersection – in a drive-by shooting
After a shooting, and a car smashup, in the Powellhurst-Gilbert neighborhood, police close the intersection to investigate.
Looking at the scene before us, we found it remarkable that there were no fatalities. The incident was a car-to-car shootout on Sunday night, April 21, at the intersection of SE 136th Avenue and Powell Boulevard.
See exclusive video coverage of this shooting and smashup, right here:
Some of the 17 officers dispatched to this “Shooting-with-Weapon” incident at 10:24 p.m. that evening were stringing police tape and using their official cruisers to contain the crime scene, for about a half-block in every direction.
Scattered along the north side of the intersection are yellow evidence markers, each showing the location of a spent bullet shell casing.
Spent bullet casings were spread across the northern pedestrian lane of the intersection, between the convenience store and a pawn shop. In the southwest corner of the completely on the sidewalk, was a bullet-riddled and wrecked gray Nissan Maxima SV sedan.
Bullet holes in these doors and shattered windows indicate that this Nissan Maxima SV sedan was the target of the shooter.
A PPB officer in the area confirmed there were no dead at the scene, either from the shooting, or from the smashup.
“Reports suggest that the people in two vehicles were shooting at each other,” PPB PIO Benner told East Portland News. “There was a crash as a result of the gunfire; but there were no reported injuries from the shooting – just some minor injuries due to the crash.”
PPB officers and investigators examine the shot-up car left behind at the crime scene.
Apparently, no arrests have yet been made in this case.
If you can provide information potentially helpful to this investigation, email it to crimetips@police.portlandoregon.gov, and add that it concerns “Incident No. 24-98910”.
