After a shooting, fleeing felon arrested; teens shoot it out in front of Mill Park school

Week #240 Shooting Report | Here’s a look at major shot-fired incidents in outer East Portland this week …

This Portland Police Bureau officer begins to unpack his gear to be used in investigating another shooting in outer East Portland.

No one died from gunshots this week in our outer East Portland neighborhoods. That’s the good news. The bad news is that there were, nonetheless, two violent shootouts to report.

Fleeing armed felon nabbed in Hazelwood – facing ‘attempted murder’ charges

On the border between the Powellhurst-Gilbert neighborhood on the south, and the Hazelwood neighborhood, to the north – along SE Division Street – shots were fired in what the Portland Police Bureau (PPB) called a “mobile shooting incident” on January 4.

PPB East Precinct officers were dispatched to this “Shots Fired” incident at 10:13 a.m. – initially sent to SE Division Street near 106th Avenue. While officers were on their way, the call was updated: “Shots being fired by a suspect in a vehicle chasing victims in another vehicle – in the area of SE 109th Avenue and Division Street.”

As officers pulled up, there was no signs of the suspect or victims, but officers set out to gather information about the crime from numerous witnesses.

Officers examine the “evidence of gunfire” in the Powellhurst-Gilbert neighborhood, along SE 109th Avenue and Clinton Street, south of Division.

Video surveillance obtained by investigators proved enlightening. They were able to see the incident, the vehicles, and suspect – and what they saw was quickly sent by computer to officers prowling the area.

At 10:50 a.m., two alert officers spotted the suspect vehicle – a maroon 2005 Toyota Avalon sedan – being driven near SE Division Street and 117th Avenue.  As officers moved in to stop the vehicle, and the driver swerved into a parking lot at SE 112th Avenue and Division – and the three occupants jumped out and ran into the Tic Tok Restaurant and Bar.

Officers set up a perimeter and brought in additional resources, including a K9 unit. The primary suspect, and his associates, surrendered and were detained.

As they continue looking for evidence, officers scour SE 109th Avenue.

Meanwhile, other officers followed up on leads to find the shooting victim, who was eventually confirmed to be physically unhurt. However, there were bullet strikes to the victim’s vehicle: A red 1993 Dodge Dakota pickup.

Detectives from the Enhanced Community Safety Team (ECST) responded and interviewed the victim. An East Precinct Patrol officer applied for and got a search warrant for the suspect’s vehicle, in it finding a handgun, which was seized as evidence.

After his arrest, 28-year-old Jamari Dewayne Chapala of Portland was booked into the Multnomah County Detention Center (MCDC) at 5:50 p.m. the same day on multiple charges.

The counts he faced included Attempted Murder in the Second Degree (2 counts), Assault in the First Degree (2 counts), Unlawful Use of a Weapon (2 counts), Felon in Possession of a Firearm, Unlawful Possession of a Loaded Firearm in Public (city code), Unlawful Discharge of a Firearm (city code), Failure to Report as Sex Offender-Misdemeanor, and 4 arrest warrants.

Consequently Chapala remains in custody at Multnomah County Inverness jail in lieu of a combined $12,000 bail, reinforced by a no-bail Probation Violation detainer.

January 7
Teen shoot-out ends up at Mill Park Elementary School

Two gunshot-wounded teens are rushed to a nearby hospital after being found near a Mill Park neighborhood elementary school.

Neighbors told PPB investigators it looked to be a “rolling shoot-out”, which ended on Tuesday evening, January 7th, in front of Mill Park Elementary School at 1900 SE 117th Avenue.

“Officers responded to a call which started out as a disturbance near the school,” Public Information Officer Sergeant Kevin Allen told East Portland News.

Officers located several shell casings in the 11000 block of SE Market Street, about a ½ mile from where the incident ended.

“Officers located two teenage males who had been shot; they were both taken to a local hospital for treatment,” Sergeant Allen continued. “They are expected to survive. Preliminary information from the investigation suggests two groups met to settle an issue, and shots were fired.”

No suspect or suspects in that case have been located; but ECST is continuing to investigate, Sergeant Allen remarked.
