13 shootings in 24 hours: 9 of them in Outer East Portland

Week #98 Shooting Report | Sadly, it’s no surprise that whenever shootings happen, they’re frequently in our neighborhoods. Check this week’s ‘Shots Fired Log’ – the numbers are up, again …

Many outer East Portland neighborhoods were touched by shooting incidents this week, including two in Parkrose, plus others in Hazelwood, Mill Park, Montavilla, Foster-Powell, Powellhurst-Gilbert.

As we approach our 100th Weekly Shooting Report, we’re not inclined to throw a party to celebrate: Because it still looks unlikely that the incidents involving violent criminals committing felonies (or misdemeanors) with guns are subsiding.

Members of the Portland Police Bureau (PPB) District Officers and the Bureau’s specialty units – the Focused Intervention Team (FIT), and the Enhanced Community Safety Team (ECST) – were kept fully occupied again this week.

Officers were working at full capacity, especially during a 24-hour period starting early on Friday, May 27th, when shooting incidents resulted in ten people being struck by gunfire across the City of Portland.

May 27: Shooting homicide

The only shooting death this week took place in the St. Johns neighborhood, about eight miles west of outer East Portland, but that did not mark any decrease in shootings east of the Willamette.

In the homicide, at 6:03 a.m. May 27, PPB North Precinct officers – and eventually Homicide Division detectives — were called to investigate a dead man found in a residence.

On June 2, police identified the victim as 62-year-old Charles M. Edwards, Sr., of Portland. The medical examiner determined the manner and cause of death to be homicide by gunshot.

Shootings across outer East Portland

In daytime and in darkness, PPB officers and investigators respond to the rash of shootings in our area.

PPB officials provided what they characterized as: “A brief synopsis of the incidents of May 26th. Details are limited, as the cases are in the early stages of investigation; information is tentative, and subject to change.”

Although no further PPB information was provided about some of the shootings, we’re giving you the Case Number on all of them, in the hope that you can provide information.

May 26 at 1:32 a.m.
Shooting in Parkrose
Other than that this shooting took place on NE Wygant Street near 104th Avenue, no further information is available. This is Case No. 22-139282.

May 26 at 4:23 a.m.
Few details on Hazelwood shooting
During the week, there were nearly-nightly “Shots Fired” calls in the area of East Burnside Street at 147th Avenue. The one at 4:23 am on May 26 was a “Shooting-with Weapon” call. This is Case No. 22-139364.

May 27 at 2:57 a.m.
Street brawl leads to Mill Park injury shooting

In this “confrontation”, shots were fired in this usually quiet section of the Mill Park neighborhood, early on Friday morning, May 27.

Along SE Sherman Street near 128th Avenue, a “physical confrontation” between a group of people resulted in shots fired. Two of those involved in the altercation suffered gunshot wounds.

One of the individuals suffered critical, life-threatening injuries, and the other received a serious, but a non-life-threatening injury. The PPB’s ECST responded to the scene, and is actively investigating the incident, officials say. This is Case No. 22-140475.

Shooting victim taken to hospital Emergency Department; is ‘uncooperative’

When a shooting victim was brought by a private vehicle here, to the Adventist Medical Center, the staff followed the law and notified police.

Although PPB East Precinct officers came to investigate, the shooting victim proved to be uncooperative.

Car prowler shoots at a resident in Montavilla
In this incident, a resident on NE 92nd Avenue near Irving Street confronted individuals who were breaking into a vehicle. “Several shots were fired at the resident, but there were no injuries,” a PPB official reported.

Officers located a crime scene, and documented and seized evidence – but the suspect(s) had fled the area. ECST is following up on this; it’s Case No. 22-140500.

May 27 at 12:25 p.m.
Transient encampment shooting in Parkrose
Dispatched as a “Disturbance-with Weapon”, PPB North Precinct officers went to an area along NE Wygant Street near 104th Avenue. Apparently, at issue was a possibly-stolen motor vehicle – which led to reports of a shot fired. Officers located a crime scene and evidence; the ECST is conducting a follow-up investigation. No victims or suspects were located at that time. This is Case No. 22-140845.

Officers follow up on Foster-Powell shooting

Police investigated this shooting, but the victim and shooter were both gone.

PPB East Precinct officers responded to disturbance, with shots fired, near the vacant parking lot for the Vietnamese Grace Bible Church along SE 71st Avenue near Rhone Street.

“Officers located a crime scene, and recovered evidence,” a PPB official reported. “A shooting victim later walked into a hospital; and, preliminary investigation connects that victim to this case.” On June 1 it was established that the victim had been released from the hospital. The PPB ECST is still investigating this shooting. This is Case No. 22-141139.

In Powellhurst-Gilbert, gunshot victim claims to have been shot in a gunpoint robbery
After another person walked into a hospital with non-life-threatening injuries, officers responded. According to the patient, the shooting took place during a gunpoint robbery near the intersection of SE 113th Avenue and Holgate Boulevard, where a shot was fired when the victim struggled with the suspect over the firearm.

So far, officers haven’t been able to locate the crime scene; and investigators have no corroboration – indicating that the person may have been shot at a different location; and under different circumstances than were described. This is Case No. 22-141366.

~ SHOTS FIRED LOG ~

After showing a lesser number of “Shots Fired” calls documented in the past few reports, we were disappointed to see that this week’s total logged 44 such events.

Statistically interesting, in 24-hour periods when outer East Portland shootings are few in number, “Shots Fired” calls outside our area increase by about the same amount. This suggests that the actual number of “Shots Fired” calls, across the city, stay relatively the same, day after day – and possibly, those who are criminally responsible, just move around the city.

Some “Shots Fired” calls turn out to be actual injury or fatal shooting incidents; at other such calls, officers find no evidence of any shooting. But for you, we report all these calls.
